About this file

This is Addendum #1 to an Invitation to Bid issued by the City of St. Marys for the Intersection Improvements Project, modifying the original bid documents. The project involves construction improvements at an existing intersection along St. Marys Road (stations 42+82.58 to 64+16.12), including widening to accommodate right and left turn lanes for the new Esplanade Boulevard, pavement removal, milling and resurfacing, pavement overbuild for slope correction, modifications to existing drainage structures, installation of new drainage structures and piping, re-grading of roadside swales, roadway striping and signage, sodding and grassing, erosion and sedimentation control, and maintenance of traffic along approximately 0.4 miles of St. Marys Road between Interstate 95 and Osprey Cove Subdivision. The bid opening date remains October 30th, 2025, at 2:00 PM. This addendum must be signed, dated, and included in all bid submittals.

The addendum establishes specific material and construction requirements for bidders. Roadway base material must consist of crusher run granite from a GDOT-approved quarry, with recycled concrete aggregate and lime rock explicitly prohibited. Existing pavement thickness data from six cores indicates asphalt ranging from 6.5 to 8.75 inches, underlying concrete from 5 to 6.75 inches, and lime rock from 7 to 10 inches. Contractors must maintain one travel lane in each direction open at all times and comply with GDOT and MUTCD traffic control standards. Strict adherence to the approved Land Disturbance Activity permit is required, with any dewatering plans requiring coordination with the Engineer of Record. The City prefers precast drainage structures; site-built units require design calculations and material testing demonstrating GDOT compliance. No laydown area exists outside the right-of-way, and project CAD files are unavailable, though unlocked PDF files are provided to bidders.

INVITATION TO BID

CITY OF ST. MARYS

INTERSECTION IMPROVEMENTS PROJECT

October 14, 2025 Addendum #1

TO ALL RESPONDERS:

You are hereby informed that the Invitation to Bid for the above-mentioned Project is modified, corrected and/or supplemented as follows, and that Addendum #1 becomes a part of the bid documents for the project.

No change to the Bid Opening Date of October 30th, 2025, at 2:00 PM General Notice & Clarifications for Addendum No. 1:

1. Roadway Base Material: Crusher run base (Granite from GDOT approved quarry) material is to be used for this project. Recycled concrete aggregate and lime rock base are unacceptable materials.

2. Existing Pavement Thickness: Six (6) pavement cores (C-1 through C-6) were performed as part of the project geotechnical investigation. Results indicate existing pavement thicknesses ranging from approximately 6.5 to 8.75 inches of asphalt, with underlying concrete layers ranging from 5 to 6.75 inches, and underlying lime rock thickness between 7 to 10 inches. See Appendix of the Geotechnical Report for full table of values.

3. Maintenance of Traffic: One travel lane in each direction must remain open at all times for the duration of the project. Lane closure MOT and Signage shall comply with GDOT & MUTCD requirements.

4. Land Disturbance Activity: Strict adherence to the approved LDA permit is required and compliance will be enforced. If dewatering is needed a plan will need to be communicated and coordinated with the EOR before starting

5. Laydown Area: There is no laydown area outside of the R/W

6. Drainage Structures: The City prefers precast drainage structures. If site-built units are proposed, the contractor must provide design calculations and material testing to demonstrate full compliance with GDOT standards.

7. Project CAD files are not available to bidders. Access to unlocked PDF files are being provided as part of this addendum.
