SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
INTERNET CONNECTIVITY FOR USAGM BROADCAST REMOTE MONITORING IN AFRICA.
C.1 BACKGROUND
The United States Agency for Global Media (USAGM) operates and maintains 30 (thirty) 24/7 FM Stations throughout Africa. Currently USAGM has internet remote monitoring and control capabilities at 15 (fifteen) leased locations currently provided via Very Small Aperture Terminals (VSAT). USAGM VSAT services are connected using 3 (three) satellites Telstar IN @ 37° west, NSS12 @ 57° east and Yamal 402 @ 55° east. The current VSAT equipment consists of, 1 x 120cm Ku-band transmit /receive antenna including king post mount, 1 x modem, 3W Ku-band Block up Converter (BUC), 1 x Phase Lock Loop (PLL) Low-noise block downconverter (LNB), all cabling from antenna to modem, installation, installation materials and all civil works.
Current satellite modem is an iDirect XI. These systems interface with our monitoring and control servers which are currently located in Lampertheim, Germany but are due to be migrated back to the USA in late 2022 or early 2023. Broadcast sites are leased and maintained by various commercial enterprises and local government agencies.
The current USAGM remote monitoring network in Africa is via VSAT. Current data rates for our VSAT network is 512kbps Up / 128 kbps down on a shared 5:1 network on all satellites.
USAGM requires an increase in download speeds to better manage its remote monitoring systems.
USAGM is looking for a contractor to provide technical solutions that will enhance the performance of our remote monitoring network. USAGM is also looking for a solution which may potentially allow us to unicast audio programming over IP directly to our transmitter systems from the USA in the future. (Audio programming is currently received from dedicated satellite transponders). Existing USAGM VSAT terminal systems can be integrated into any proposed technical solution. USAGM may request vendor to provide IP connectivity to other FM broadcast locations in Africa in the future.
C.1.1. SITE LOCATIONS
The USAGM Remote Monitoring network that the Contractor will be supporting on a technical and administrative basis includes the following locations in Africa:
