About this file

This document is a Single Source Justification (Simplified Acquisition) for the repair of a sump tank on a Kovatch R-11 Refueler truck at Sheppard AFB. The estimated contract value is $38,660.00. The 82 Logistics Squadron is unable to repair the leaking tank and has determined that ATAP Inc., the previous depot repair contractor, is the only reasonably available source due to their specialized experience and methods for Kovatch truck tank restorations. A notice of intent to award a sole source contract to ATAP Inc. will be posted on SAM.gov, allowing potential competitors to submit proposals. Future market surveys will be conducted to identify potential future sources and preclude the need for single-source awards.

The repair of a sump tank on a Kovatch R-11 Refueler truck

Section C: Justification for Soliciting from a Single Source or Brand Name

The 82 Logistics Squadron requires the repair of a sump tank on a Kovatch R-11 Refueler truck. T-Square, the contractor responsible for the Logistics Service contract at Sheppard AFB, has made multiple attempts to address the tank's leak but has been unsuccessful. Given these ongoing challenges, the 82 LRS has sought guidance from the DAF Chief at the 441st Vehicle Sustainment and Contracting Squadron (VSCOS). The 441 VSCOS oversees the management and sustainment of the vehicle fleet across the entire Air Force. Historically, repairs of this nature were sent to a depot repair facility; however, the Air Force has discontinued this practice. The Mechanical Engineer specializing in Refueler Systems has recommended that the damaged refueler truck be sent to ATAP Inc. for repair. ATAP Inc. previously held the depot repair contract and has extensive experience with Kovatch trucks. ATAP Inc. has a specialized method for tank restorations that enhances repair quality and efficiency.

Section D: Efforts to Obtain Competition

A search was conducted in FPDS-NG to identify vendors capable of fulfilling similar requirements. However, the results indicated that no other vendors currently offer this specific type of maintenance. Therefore, a notice of intent to sole source will be posted on SAM.gov, allowing potential competitors to submit proposals.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future market survey will be conducted to determine potential future sources.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
