About this file

This is a Sole Source Request form submitted by the Colorado State Patrol's Port of Entry Section to justify a proprietary purchase of portable weighing scales. The agency seeks to procure two NTEP-Certified wireless portable scales: one dual-platform scale (Intercomp LTR788) and one wheel-load hand weigher (Intercomp 788). These systems are intended to enhance static roadside enforcement of commercial vehicle weight compliance, assess Gross Vehicle Weight limits, bridge weight restrictions, and tire load ratings to ensure roadway safety and regulatory compliance. The Port of Entry requires versatile scales featuring commercially available, removable, and rechargeable nickel-metal hydride batteries with solar charging capabilities, wireless functionality with wired configuration options, and compatibility with existing PT20 CPU technology already deployed in the field. The request covers a one-time purchase with an approval period from March 31, 2026, to June 30, 2026.

The total estimated cost for this procurement is $78,693.52, comprised of $78,230.00 for goods and $463.52 for services, based on Intercomp quotes dated March 27, 2026. The Port of Entry justifies the sole source designation by demonstrating that while competitor Haenni offers a comparable wheel-load weigher, it lacks integration with existing Port of Entry technology, requires out-of-state servicing (Maryland) with no local certified technicians, uses proprietary integrated batteries without solar charging capability, and is manufactured and imported from Germany rather than domestically produced. The Intercomp scales offer domestic manufacturing, local service support in Colorado, compatibility with current investments in wireless semi-portable ramp scale systems, use of commercially available batteries purchasable at retail stores, and incorporation of solar charging technology. The request was posted on the VSS electronic procurement system as NPSS1 RBAA 2026*0158, and the purchasing agent is Nancy Guzman.

Description of Goods/Services: The Colorado State Patrol Port of Entry Section seeks to purchase two NTEP-Certified (Class IIII) or NTEP/OIML-Certified low-profile, wireless, portable scales: one dual-platform scale and one wheel-load hand weigher. These systems will enhance static roadside enforcement of commercial vehicle weight and safety. They will give Port of Entry Officers accurate, reliable, and efficient tools to assess compliance with Gross Vehicle Weight (GVW) limits, bridge weight restrictions, and tire load ratings. This ensures roadway safety and regulation compliance. The scales must support both road and officer safety. They must enable accurate roadside enforcement of regulations over prolonged periods and represent a fiscally responsible investment. Their use is critical for improving statewide regulatory compliance. The scales help reduce traffic incidents caused by improperly distributed or overweight loads. They also help prevent damage to state roadways and infrastructure from overloaded or unevenly distributed loads, as well as overstressed tires and wheels. The Port of Entry requires versatile scales that use commercially available, non-proprietary, removable, and rechargeable power sources. Preference goes to units that do not have integrated or irreplaceable battery packs. Instead, they should use nickel-metal hydride (NiMH) batteries, which are more suitable than Lithium-Ion (Li-ion) options. NiMH batteries handle exposure to direct sunlight and extended storage better in mobile operations units. All purchased scales must be wireless, with an option to switch to a wired configuration. The scales should feature integrated charging systems and allow progressive in-field battery recharging, ideally with solar charging panels. These features will boost operational dependability and longevity. They allow efficient roadside weighing, regardless of location or manual charging capability. Incremental recharging during use will extend battery life and decrease downtime. This corresponds with the Port of Entry’s commitment to environmental stewardship and reduced energy consumption for Colorado. The Intercomp 788 wireless Wheel Load Handheld scale fully meets the specified requirements. Its closest competitor, the Haenni WL108 Wheel Load Weigher, does not. The Haenni is an imported product that uses a proprietary, integrated rechargeable battery and does not support solar charging. Although it charges quickly (under two hours), it is only slightly lighter and lower in profile than the Intercomp 788 (36 lbs. vs. 39 lbs.; 17 mm vs. 22 mm). More importantly, no locally certified technicians service Haenni scales, with the only U.S. facility in Maryland and another in Germany. Maintenance or warranty needs would mean shipping the scale to Maryland, causing delays and higher costs. In contrast, Intercomp offers certified technicians in Colorado who provide prompt service or pick-up, decreasing downtime for Port of Entry operations. For the low-profile wireless dual-platform scale, the Intercomp LTR788 Dual Platform Scale offers all required features. It is purpose-built for dual-tire vehicles or "duallies." This wider platform is suitable for both single- and dual-tire vehicles. It enhances operator and officer safety by simultaneously weighing both tires. This reduces the risk of overstressing individual tires. It further streamlines roadside operations by removing the need to reposition equipment or realign vehicles. The LTR788 is lightweight and low-profile. It uses commercially available NiMH batteries and integrates solar charging to replenish the battery incrementally. It also features a clear liquid-crystal display for ease of use.The Colorado Port of Entry currently operates wireless Intercomp semi-portable ramp scale systems. These include the PT20 CPU, which is fully compatible with both the Intercomp LTR788 and LP788 models. By contrast, the Haenni WL108, despite its digital display, is not compatible with the PT20 CPU. This limits its assimilation with technology already used by the Port of Entry.
Description of Goods/Services #2: Yes, Haenni provides a model that would meet the POE's needs, but Haenni is unable to satisfy supporting or even servicing their products locally. There are no certified Haenni techs in Colorado, and preservation of the warranty requires all service to be performed by a Haenni-certified technician.. Any service needs would require shipping the units out of state to Maryland to Load-o-Meter, the only Haenni-certified shop in the United States. This is not only inconvenient, but more expensive for the POE when looking at the overall long-term cost of operating the equipment. The Haenni scales also operate using a rechargeable battery only and offer no flexibility to allow the use of a non-rechargeable battery in lieu thereof. leaving available the possibility that the units become inoperable in the field due to a failure to charge or a bad load cell. This leave open the possiblity that a unit becomes inoperable for no other reason than the battery. Finally, Haenni scales are an imported product (made in and transported from Germany), which adds to their overall cost and future potential operating costs. For all the aforementioned reasons, this makes the equitable Haenni model an unreasonable and untenable option despite being a product that, on the surface, meets the immediate needs of the POE.

G3 Text Bpx: Again, I would like to reinforce the following:

1) The Intercomp products are manufactured and produced domestically. The Haenni products are manufactured and produced outside the United States and imported.

2) There are certified technicians available locally who can service the Intercomp units. There are no certified technicians available locally to service the Haenni units. While the Intercomp units can be serviced here in Colorado or even at their local Port of Entry district, the Haenni units will have to be sent to Maryland to be serviced through LoadOMeter, the only Haenni certified facility in the United States. Should LoadOMeter ever cease operations, the only other Haenni-certified facility is in Germany.

3) The Intercomp models work with existing technology already in use and well-known to the Port of Entry. These scales would expand upon the network of units that the Port of Entry has already invested in that have been proven reliable and are unlikely to require significant additional training.

4) The Intercomp models use commercially available NiMH AA batteries- batteries that can be purchased at any WalMart, Target, Ace Hardware or online through Amazon. Compare this to the proprietary and integrated battery the Haenni relies upon- this potentially limits the overall life of the Haenni due to battery cell failures and it makes it harder to replace the battery when necessary because it requires removal and reinstallation of the battery by the manufacturer.

5) The Intercomp models incorporate solar charging technology. The Haenni does not. While the Haenni can charge in 2 hours, it has to be plugged in to charge. The Intercomp models can charge while in use by absorbing sunlight, making it possible to continue a weighing operation longer and improving the reliability of the unit because its battery keeps a charge.

6) The Port of Entry is only seeking to purchase one of each type of Intercomp scale at this time. It wishes to evaluate the performance of these units in the field. It is entirely possible the Port of Entry may consider purchasing a Haenni unit in the future to also consider its performance should that be desired before making a final decision concerning the future replacement of its inventory of portable scales.

G1 Text Bpx: We would put our desired specifications out to bid. It is likely that due to our request that the batteries be commercially available and our desire to have units compatible with our current technology that Intercomp would bid on this purchase. It is possible Haenni may bid, but they would not be able to provide a unit that integrates with the PT20 nor do they have a unit that uses a replaceable, commercially available battery.
F1 Text Bpx: Considering the desired specifications and the need to incorporate this technology with existing investments, the most fiscally prudent course of action is to purchase the Intercomp scales. The Intercomp scale not only meet the desired criteria and include the preferred features, but they will integrate with existing technology already in use by the Port of Entry and will not require the purchase of additional materials to implement. Moreover, to avoid extended downtime related to any issues with the equipment or damage that could occur as a result of use, it is more fiscally responsible to choose a vendor that provides a product that can be serviced locally versus a vendor that requires us to send the product to them across state lines and, in the future, potentially out of the country.
E4 Text Box: Please see the attached quotes from Intercomp (#QH-01628 and #QH-01629), each dated 03/27/26 and the letter to ETO Cody Kistner from LoadOMeter Coporation , providing a quote on the WL108 Wheel Load Weigher. It should be noted that both quotes include the cost of shipping, either because it is included as part of the purchase (LoadOMeter Corporation), or because it is quoted specifically and separately (Intercomp). Both units come with standard warranties, but the Intercomp units come with and include their scale calibration kits. Neither quote includes taxes and both are good for 60 days.
