About this file
This notice announces the U.S. Department of Health and Human Services' intent to issue a sole source award extension to Raft LLC for software development and transition services supporting the Temporary Assistance for Needy Families Data Portal. The follow-on task order would have a period of performance from March 14, 2024 through May 14, 2024, with options to extend services through November 14, 2024, at a total estimated value of $748,548. A break in service would negatively impact the platform and the agency's ability to perform critical functions for the TANF program. The bridge contract is necessary to allow time to solicit and award a new contract while addressing multiple imminent data deadlines, an expiring security authorization, legacy system decommissioning, and new reporting requirements. Questions regarding this notice were due by March 11, 2024.

NOTICE OF INTENT TO AWARD SOLE SOURCE
Project Title: Temporary Assistance for Needy Families (TANF) Data Portal (TDP)
U.S. Department of Health and Human Services (HHS), Administration for Children and
Families (ACF), Office of Family Assistance (OFA) is issuing a Notice of Intent to issue a sole source award to Raft LLC.
This is a 2-month extension for an existing task order under GSA MAS Contract
47QTCA18D003V/75ACF124F80007 for IT Professional Services under SIN 51451S. The period of performance of the current task order is January 13, 2024, to Mars 13, 2024. The task order will be for software development services as well as training and transition services. This follow-on task order period of performance is anticipated to be from March 14, 2024 – May 14, 2024, with options to extend services through November 14, 2024. The total estimated value, including all options, is $748,548.00.
A break in service with RAFT will immediately impact the TDP platform, limiting OFA’s ability to push any new code to production to address bugs, dependency vulnerabilities, or new, needed features. Ultimately this also has potential to impact OFA's ability to receive the data files to do our mission critical performance management work for the TANF program. The bridge contract action associated with this justification is necessary to provide the Government sufficient time to solicit, evaluate, negotiate, and award a new contract for TDP Development Services. The need is urgent given multiple data deadlines, an expiring ATO, the decommissioning of the legacy
TANF Data Reporting System, and new reporting requirements, all of which require a contractor in place to continue development and maintain the system until a new contract is awarded and transitioned in.
This sole source contracting action is pursuing a waiver from placing an order on a competitive basis for the requirement based on the application of FAR 8.405-6 (a)(1)(i)(A) Limiting Sources.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
