Intent to Sole Source – Synoptics, Inc. - ProtoCOL3HD Instrumentation.
Notice ID – 2024-85360
The Centers for Disease Control and Prevention (CDC), National Center for Immunization and
Respitory Diseases (NCIRD), Division of Bacterial Diseases (DBD), Office of Director (OD), Microbial Pathogenesis and Immune Response (MPIR), hereby announces its intent to issue an award, sole source, firm fixed-price purchase order to Synoptics, Inc., 5132 Pegasus Court, Suite
Q, Frederick, Maryland, 21704-7254.
This contract action is for a supply which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Part 12 and FAR Subpart 13 procedures. The NAICS code for this request is 334516, Laboratory
Analytical Instruments Manufacturing.
Synoptics, Inc., is the only source that can provide the ProtoCOL3HD instrumentation that allows rapid, high volume bacterial colony counting and export of data for additional analysis.
The instrument module would allow for the selection of multiple areas within a single assay plate, required for counting drip plates or spot plates. The system uses a three-color LED system for illumination of colonies to provide enhanced identification and differentiation of closely neighboring or touching colonies. The software, used in conjunction with the instrument, is traceable and has an audit trail for data integrity. Key features of the instrument are resolution of small colonies (43 microns); accommodation of large plates (up to 150 mm); compliance with the Principles of Good Laboratory Practice (GLP); and adherence to the Food and Drug
Administration (FDA) 21 CFR Part 11 regulation.
This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses must be emailed to Felipe Cardenas (CS) at tpp5@cdc.gov.
