About this file

This document is a Notice of Intent to Sole Source Requirement for a federal contract opportunity issued by the Bureau of Reclamation, Interior Region 8: Lower Colorado Basin.

The contracting agency, Lower Colorado Dams Office (LCDO) at Parker Dam, seeks renewal of licenses and support for Supervisory Control and Data Acquisition (SCADA) Software from Schneider Electric, specifically the Viejo Designer, Advantys, and UnityPRO software packages. The solicitation is being conducted as a noncompetitive sole source procurement under FAR 12.102(a) because Schneider Electric is the only developer and licensed retailer of this software. The software is only available through local Schneider distributors, with Graybar identified as the only licensed retailer in the Las Vegas Area. A software change is not feasible due to existing systems already in place at Hoover. The contract is classified under NAICS 541519 (Other Computer Related Services) with a $34 Million size standard. The resulting contract will be structured as a Firm-Fixed Price Purchase Order covering a 12-month software license. Submissions from all responsible sources are invited and must include a capability statement, proposal, or quotation with explanation and evidence demonstrating the company's ability to perform services at the specified location. The submission deadline is Monday, June 22, 2026, with contract award anticipated in June 2026. All inquiries and submissions should be directed to Mr. Noah Maye at noah_maye@ios.doi.gov. Contract award information and the Justification and Approval documentation will be posted on SAM.gov.
