This is a Notice of Intent to Sole Source issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 07 in Charleston, SC. The notice announces the Government's intent to award a sole source delivery order under FAR Part 8.405-6 to Fisher Scientific Company LLC, located in Pittsburgh, PA, for a one-time purchase of an Agilent BioTek Synergy LX Multi-Mode Micro Plate Reader. The Atlanta VA Healthcare system requires this equipment for protein quantification, Western blotting techniques, cell viability assays, and ELISAs. The NAICS code for this requirement is 339112, the Federal Supply Class is 6515, and the SBA size standard for this sector is $1,000 employees.

The notice is informational only and not a formal solicitation or request for competitive proposals. However, interested parties who are responsible, certified, and capable may submit a capabilities statement by 2:00 PM Eastern Standard Time on June 22, 2026, to demonstrate clear, compelling, and convincing evidence that competition would be advantageous to the Government. All inquiries and concerns must be submitted in writing via email to Aunjelaca Miller at aunjelaca.miller@va.gov with "PLATE READER" referenced in the subject line. No solicitation document is available, and no award will be made based on unsolicited quotations. The Government retains sole discretion in determining whether to conduct a competitive procurement based on responses received.

NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals.

The Department of Veterans Affairs, Network Contracting Office (NCO) 07, located at 109 Bee Street, Charleston SC is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Delivery Order under FAR Part 8, specifically FAR Part 8.405-6, Limiting Sources. This notice satisfies the posting requirements at FAR Part 5.101.

The intended Contractor is Fisher Scientific Company LLC located 300 Industry Drive, Pittsburg PA 15275. The Atlanta VA Healthcare system requires a one-time purchase of the Agilent Biotek Synergy LX Multi-Mode Micro Plate Reader as proprietarily manufactured by Fisher Scientific. The plate reader will be primarily used for protein quantification for downstream Western blotting techniques, cell viability assays and ELISAs (Enzyme-linked immunosorbent assays). The Agilent BioTek Synergy LX Multi-Mode Plate reader from Fisher Scientific can perform all desired tasks as a stand-alone machine with no additional computer required for operation or data retrieval. While not unique many commercial readers are not stand-along and this feature is offered at a reasonable price compared to other manufacturers that do have this option. This standalone component is preferred for the hospital environment.

The North American Industry Classification System (NAICS) for this requirement is 339112. The Federal Supply Class (FSC) is 6515. The Small Business Administration (SBA) size standard for this sector is $1,000 employees.

This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.

All inquiries and concerns must be addressed in writing via e-mail to Aunjelaca Miller, aunjelaca.miller@va.gov with the following information referenced in the subject line, PLATE READER.
