Text version

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Chief Procurement (OCPO), Acquisitions Operations Division (AOD), Incident Support Section (IS), on behalf of the Response Geospatial Office, intends to enter into negotiations on a sole-source basis under the authority FAR 6.302-1 (Only One Responsible Source) with New Light Technologies, LLC (NLT) for geospatial analysis and data management.

Historically, FEMA geospatial analytic efforts have focused on rudimentary, ad-hoc geospatial production requests. These efforts have been uncoordinated and vary region by region and are event dependent. FEMA geospatial analytics also rely on geographically dispersed operational components that span across headquarters, regional, joint field offices and tactical (Urban Search and Rescue) environments. During large-scale events, geospatial production can often overlap between various echelons, introducing parallel process and redundant products in support of various program requirements. A streamlined approach to geospatial production and analysis is required to maximize limited resources and deliver high-quality products in support of multiple decision cycles affecting the deployment of live-saving or life-sustaining services or support. The intended NAICS Code is 541360.

NLT has served FEMA ORR and OCIO programs since 2005 and possesses unique intimate knowledge of FEMA disaster response mission requirements and information technology platforms, architectures, and protocols. In 2017, NLT consultants assisted the Planning & Exercise Division establish the Response Geospatial Office (RGO) which has resulted in improved planning, coordination, collaboration, technical development, training, and standardization of systems, products, and business procedures that utilize geospatial data throughout the agency.

This effort will focus on supporting the goals and objectives of the FEMA Geospatial Working Group’s 4 sub-working groups:

1) Workforce development (training),

2) Production and analysis (standardization, doctrine, SOP development),

3) Data Management (process and standardization)

4) Technology innovation and advancement

The Contractor must be able to provide a proposed solution (e.g. team) that can be easily integrated into existing lines of effort, specifically in support of the Response Geospatial Office, led by the FEMA GIO. Because the RGO is located within the Response Directorate, it is critical that the team has a familiarity with natural hazard response operations. Furthermore, the team needs to be ready to “hit-the-ground” on day one in order for the RGO to remain functional for the upcoming hurricane season.
