NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), using the procedures set forth in FAR Part 13.5, intends to negotiate on a sole source basis with Commercial Design Services, Inc. (CDS) located at 5805 Barry Road, Tampa Florida 33634, for a firm-fixed price contract for the purchase, delivery, and installation of cubicles, workstations, conference tables, chairs, desks, storage units, bookcases, and other necessary furnishings that match the existing, approved, office furnishings at the NOAA hangar facility.

The office space requires additional office furnishings according to the recent re-design, where AOC has recognized areas to further maximize functionality and create a congruent atmosphere with form and fit according to the facility’s actual needs. As a result, services are required from the original source for the continued provision of services, as an award from any other source would result in unacceptable delays, as well as incompatible equipment and design, in fulfilling this program requirement.

OMAO/AOC requires compatibility to existing equipment, coordinating and connecting with the existing equipment currently installed at AOC under the aforementioned award. Other companies’ similar product(s) do not meet, or cannot be modified to meet, the compatibility needs required by the agency. Furthermore, this requirement implements AOC’s new facility lease, where CDS collaborated directly with Lakeland's architect to design the furniture layout and develop interior plans for optimal functionality. The newly agreed upon lease between NOAA and the Lakeland Linder International Airport supersedes the previous lease agreement, to include both the new and previously existing space effective February 1, 2021. This requirement directly supports and implements the furniture relocation, delivery, and installation developed by CDS; therefore, making CDS the sole provider of these support services.

The North American Industry Classification System Code (NAICS) is 337214, Office Furniture (except Wood) Manufacturing. This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Contract Specialist Jennifer Peters at Jennifer.peters@noaa.gov by 12:00 PM EST on July 8, 2020.
