NOTICE OF INTENT TO SOLE SOURCE
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.
Procurement Overview The Bureau of Reclamation (BOR) Nebraska—Kansas Area Office (NKAO) has announced its intention to award a purchase order to Border States for the procurement of Rockwell Automation ControlLogix components. The acquisition will support 19 NKAO Remote Terminal Units (RTUs) and includes the following items: 22x 1756-L82E processors, 22x 1756-EN2T modules, 21x PanelView Plus 7 terminals, 21x Stratix 2500 switches, and ThinManager licenses.
Solicitation Details BOR anticipates issuing Request for Quote (RFQ) No. 140R6026Q0132 for this requirement on the System for Award Management (SAM) website around September 1, 2026. The solicitation will be issued as a sole source requirement, and quotes will be due approximately 10 business days after the RFQ is posted. The resulting purchase order will include a 90-calendar day period of performance, with an award expected in early September 2026.
Justification for Sole Source Procurement Based on Reclamation’s experience, only one responsible source can fully provide the equipment needed to meet the agency’s requirements. Therefore, a Determination to Solicit from a Single Source is being prepared. BOR has decided not to compete this contract, pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(2) Soliciting Competition and FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from a single source if they determine that only one source is reasonably available. This procurement will utilize Simplified Acquisition Procedures with only one source deemed reasonably available.
Vendor Notification and Response Vendors with questions regarding the sole source nature of this requirement or those who believe they can fully provide the required services are encouraged to notify the Contract Specialist in writing. To ensure proper Government consideration and potential quote evaluation, vendors must submit their written Letter of Interest no later than August 27, 2026, at 2:00 PM MDT. Responses received after the deadline may not be considered by the Government.
Submission Instructions Letters of Interest in response to this notice must be emailed to the Contracting Specialist, Carlos Quiles, at carlos_quiles@ios.doi.gov. All responses should include the vendor’s SAM Unique Entity Identification (UEI) Number and Tax Identification Number (TIN). Vendors should also indicate whether they are a “small business” or an “other than small business” under North American Industry Classification System (NAICS) Code 335314 – Relay and Industrial Control Manufacturing. The Small Business Administration small business size standard for NAICS Code 334412 is 750 employees.
Government Determination The Government’s determination to not compete this proposed action will be based solely on the responses to this notice and is at the Government’s discretion. Information received will be considered only to determine whether a competitive requirement should be conducted.
