The sole source determination is based on the vendor's unique expertise in supporting federal double testing waiver and peer review requirements, with close collaboration needed with state Department of Education staff, internal work, advisory committees, legislative groups, and contractors. The State Procurement Bureau reserves the right to issue a competitive solicitation if evidence is presented showing multiple sources can provide equivalent products and services. If no alternative vendors are identified, the state may proceed to award the contract to the Center for Assessment.
