About this file
This document is a sole source justification for scenic support services needed for Medal of Honor events. The Army Contracting Command at Aberdeen Proving Ground plans to award an indefinite delivery indefinite quantity contract valued at approximately $X million to Legacy Scenic and Productions for a 5-year period from June 2023 through June 2028. The services required include staging, soft goods, graphics, carpet, and lecterns for Medal of Honor induction ceremonies hosted by the Office of the Administrative Assistant to the Secretary of the Army. Legacy Scenic and Productions is the incumbent contractor, having provided these services since 2009 under several purchase orders and an IDIQ contract. A sources sought notice from March to April 2023 received only one response from Legacy Scenic and Productions, which has the facilities, cleared personnel, and experience in quickly providing the specialized scenic support services within the short 2-week planning window required for these high-visibility events.

Sole Source Justification and Approval Under FAR 13.501
1. Contracting Activity: Army Contracting Command, Aberdeen Proving Ground
2. Description of Action: The Office of the Administrative Assistant to the Secretary of the Army (OAA) request a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for scenic support services that are needed for Medal of Honor events. Task Orders will be Firm Fixed Price. The Ordering Period is 5 years – 24 June 2023 – 23 June 2028. Operations and Maintenance Funding will be provided when task orders are issued. Historical pricing was used to determine the estimated amount of .
3. Description of Supplies/Services: The United States Army will host a Medal of Honor Hall of Heroes Induction Ceremony at the
. Each ceremony setup is impacted based upon the final location determination of . Each ceremony will have the option of a hotel reception prior to, or directly following the ceremony. This is a non-personal services contract to provide scenic support for the United States Medal of Honor (MOH) Ceremony in honor of a designee named by the White House. The Contractor shall provide professional scenic support for this event regarding staging, soft goods, graphics, carpet and lecterns. If staging is required for the
, the Contractor shall pickup, install and return government own staging for each induction ceremony.
The requirement is being requested to fulfill this requirement as OAA is not sure when the White House will announce Medal of Honor events. There is a very short turn around, usually two weeks, to get everything in place.
4. Authority Cited: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii) Prepare sole source (including brand name) justifications using the format at 6.303-2, modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C.1901(a)
5. Reason for Authority Cited: Medal of Honor events are coordinated and scheduled through the White House. OAA only receives two weeks’ notice, at the most, to schedule all services to support these high visibility events. The Performance Work Statement (PWS) also calls for the transportation of government owned equipment to be picked up and returned to Government owned warehouses and to be delivered to three locations, dependent on the schedule and number of Medal of Honor recipients as well as setting up and installing both government and contractor owned equipment. The PWS also calls for the contractor to refurbish, maintain and protect government owned property, part of this includes repairing, sewing, painting, binding, etc. The contractor must also ship graphics panels and other materials to the Medal of Honor recipients’ families.
