About this file

This is an Intent to Sole Source notice for a succeeding lease action issued by the Department of Veterans Affairs (VA).

The VA intends to award a succeeding lease to COBRE VALLEY REGIONAL MEDICAL CENTER for continued occupancy of office and healthcare space located at 5860 S. Hospital Dr., Suite 111, Globe, Arizona. The lease covers approximately 3,704 square feet of space for a ten-year period commencing May 1, 2027 and ending April 30, 2037. The VA has determined that the incumbent lessor is the only responsible source able to meet agency requirements due to substantial investment in tenant improvements, critical continuity of patient care and services, and the inability to relocate without service disruption. This sole source action is justified under 41 U.S.C. 3304(a)(1) and FAR 6.302-1 and will be conducted in accordance with FAR Part 6 and GSA leasing policies.

Interested parties may submit capability statements and expressions of interest no later than July 2, 2026 to Robert Emanuel, Contracting Officer, at robert.emanuel@va.gov or 562-766-2343. The VA will consider all responses to determine whether requirements can be met from another source before proceeding with the sole source lease award. This notice is not a request for competitive proposals and does not obligate the Government to award a lease based on responses received.

The Department of Veterans Affairs (VA) intends to award a succeeding lease for continued occupancy of office and healthcare space at 5860 S. Hospital Dr., Suite 111, Globe AZ.

currently leased from COBRE VALLEY REGIONAL MEDICAL CENTER. Pursuant to the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” VA has determined that the incumbent lessor is the only responsible source able to meet VA’s needs for continuity of operations in the building at this time.

In accordance with the General Services Administration (GSA) leasing policies and Federal Acquisition Regulation (FAR) requirements, notice is hereby provided of VA’s intent to negotiate a succeeding lease with COBRE VALLEY REGIONAL MEDICAL CENTER for approximately 3,704 of space for a period of May 1, 2027 – April 30, 2037 commencing on May 1, 2027

This action is anticipated to be conducted in accordance with FAR Part 6 and GSA’s Leasing Desk Guide, with justification for not soliciting proposals as outlined in FAR 6.302-1. Lease continuation with the incumbent lessor is necessary due to substantial investment in tenant improvements, critical continuity of patient care/services, and inability to relocate without service disruption.

Interested parties may submit their capability statements and expressions of interest no later than 7/2/2026 to:

Robert Emanuel Contracting Officer Department of Veterans Affairs robert.emanuel@va.gov 562-766-2343

All responses will be considered to determine whether the VA can meet its requirements from another source before proceeding with this sole source lease action. This notice of intent is not a request for competitive proposals and does not obligate the Government to award a lease as a result of responses to this notice.
