About this file

This document is a Notice of Intent to Sole Source issued by the Department of Veterans Affairs Strategic Acquisition Center - Frederick (SAC-F). The VA intends to award a firm-fixed-price purchase order to Potomacwave Consulting, Inc. for FedDataCheck, a specialized data validation service for the Federal Procurement Data Systems – Next Generation (FPDS-NG). The service provides over 130 data validations that scan publicly available FPDS-NG data for Federal Acquisition Regulation violations and inconsistencies, offering email confirmations of potential problems and a dashboard for leadership to monitor data quality.

The sole-source procurement is justified by the unique and highly specialized nature of FedDataCheck, which offers a proprietary crosscheck system for FPDS-NG data. The contract will use NAICS code 518210 (Data Processing, Hosting, and Related Services) with a $40.0M size standard. SAC-F plans to negotiate and award the contract by June 9, 2025. Interested parties may submit their capabilities in writing by April 24, 2025, at 10:00 AM ET, with primary contact Audrey Brown and secondary contact Dylan Nolz handling inquiries.

NOTICE OF INTENT TO SOLE SOURCE

The VA intends to award a Firm-Fixed Price purchase order on a non-competitive basis to Potomacwave Consulting, Inc., a Large Business, located at 1725 Duke ST. #320 Alexandria, VA 22314-3456 to provide Federal Procurement Data Systems – Next Generation (FPDS-NG) Data Validation Improvement Services and obtain access to FedDataCheck. FedDataCheck is a service that scans publicly available FPDS-NG data for Federal Acquisition Regulation (FAR) violations and data inconsistencies. This service contains over 130 data validations that help procurement staff detect data consistency issues and sends email confirmation of potential problems directly to the Contracting Officer to correct potential problems. FedDataCheck also provides a dashboard for VA leadership to monitor overall data quality and improve over time.

FedDataCheck is a data blending tool which verifies data entries into FPDS-NG and compares VA’s reporting to government-wide data and various benchmark standards. FedDataCheck assists with analysis for category management, oversight of Federal Information Technology Acquisition Reform Act (FITARA) acquisition implementation, and to improve data quality prior to the Digital Accountability and Transparency Act (DATA) application.

Potomacwave Consulting’s FedDataCheck is the only source capable of providing these services at the level of quality required because they are unique and highly specialized. FedDataCheck offers a proprietary crosscheck system of the FPDS-NG system which will not only improve the quality of the data, but it will also reduce human costs involved with department-wide data quality reviews.

North American Industry Classification System (NAICS) code 518210 – (Data Processing, Hosting, and Related Services) with a size standard of $40.0M. SAC-F anticipates negotiating and awarding a firm-fixed-price contract to Potomacwave Consulting, Inc. for this requirement by June 09, 2025.

Interested parties that believe they could satisfy the requirements listed above for SAC-F may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.

The Government intends to negotiate solely with Potomacwave Consulting, Inc. under the authority of FAR 8.405-6(a)(1)(i)(B), Limited-Sources Justification. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote.
