1. The Government hereby submits a notice of intent to award a sole-source, firm-fixed priced order Quotes are not being solicited. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, where delay of award would result in serious injury to the Government. This notice of intent is NOT a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.

2. The United States Coast Guard Training Center (TRACEN) Cape May NJ intends to negotiate a Sole Source Firm Fixed Price with ALYAN PUMP COMPANY for Equipment/Supplies to include

(2)- Federal model no. VSA-3F-3-4-3B, cast iron vertically suspended column type ejector pumps, 3” ANSI FLG, 3 Hp @ 1750 rpm, 208v/3Ø, 11.0 FLA TEFC integral 17.5” support plate. Built for 40.5” H-setting pump length

(2) 3” FNPT, 10RS10, 200# CWP, cast iron gate valves with SW & NRS stem, epoxy coated

(2)- 3” FNPT, 120S10, CI epoxy coated swing check valves

(1)- UL-508A listed ALYAN model D-1371-H32, Duplex wall mounted controller, NEMA 4X FRP enclosure w/one main lockable disconnect switch, combination magnetic starters w/OL protection, circuit breakers, PLC –Vision 130; alternator, level indication, run & alarm status, E.T.M. T-O-A selector switches, Run indication, numbered terminal strip, high level alarm system: alarm with horn, light, operation-silence switch, auxiliary contacts for remote alarm panel.

(4)- Float switches, pipe clamp or weighted 20ft lengths 2-wire

(1)- Dead-front enclosure with inner door, beacon on top (1)- SS level transmitter digital display above floats become back-up

(1)- Thermostatically controlled panel condensation heater

(1)- Commissioning / warranty certification (no wet-well entry) Delivery – Pumps & Specialties shall be delivered FOB Destination to US Coast Guard, Training Center, Cape May, NJ.

Due to urgent and compelling needs of this CG unit, we have determined that only one local supply source is capable of providing the supplies at the level of quality and warranties required because of the current urgent and compelling situation.

This notice serves as both a synopsis of the requirement and public notice of the USCG’s intent to sole source. This action is being taken in accordance with FAR 13.106-1(b)(1). A determination by the Government to not complete this proposed requirement based upon responses to this noticed is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice.

Written responses to this notice shall be sufficient documentation to establish a bona fide capability to fulfill this requirement. All responsible sources may submit a capability statement, proposal, or quotation to be considered by the agency. All responses to this posting must be in writing.

By 28 APRIL 2022 11:00AM EST and reference 67100PR220000632. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with stated vendor as the only source and purchase order will be issued without any additional notices being posted. As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG’s public notice requirements.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The U.S.

Coast Guard (USCG) is responsible for managing the training, education, and development of programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Combined Sole Source Synopsis/Solicitation is to obtain the required services/supplies at TRACEN Cape May and provide highly proficient training to all required USCG personnel. The equipment/supplies needed are deemed urgent/compelling iaw FAR Part 6.302-1&2.

3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04. The complete text of any of the clauses and provisions may be accessed in full text at https://www.acquisition.gov/browse/index/far.

4. This procurement is a Total Small Business Set Aside the associated North American Industry Classification System (NAICS) Code is 332420. Product Service Code: 4540.

BASIS FOR AWARD

The Government will award a firm fixed priced orde to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is Technically Acceptable. An offer is technically acceptable if its technical capabilities conform to the Government's Work Statement or listed specs whichever is applicable to the buy. Buyers may use criteria other than price to evaluate offers. Accordingly, please note that, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible offeror whose offer conforming to the solicitation will be deemed most advantageous to the government on the basis of price, technical capability, delivery, and past performance
