Synopsis: Notice of Intent to Award a Sole-Source Contract

Announcement Number: 1333M2-21-Q-01095

Project Title: Boat Fuel for NOAA Kasitsna Bay Alaska Laboratory Small Boat Operations

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Centers for Coastal Ocean Science (NCCOS) Business Support Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Petro49, to provide boat fuel on an as needed basis for the the NOAA Kasitsna Bay Laboratory Small Boat operation. The Kasitsna Bay Laboratory is located in south central Alaska, approximately 200 miles southwest of Anchorage, across from the city of Homer, on the south side of Kachemak Bay.

KBL is off the main Alaska road system, but is connected by gravel road to the City of Seldovia. Access to KBL is by boat from Homer or by airplane to Seldovia and then by road to the facility. KBL is part of the National Centers for Coastal Ocean Science (Marine Spatial Ecology Division) of the National Ocean Service (NOS) of the National Oceanic and Atmospheric Administration (NOAA).

KBL conducts small boat science surveys in support of NCCOS coastal ecosystem and climate change studies, and for oceanographic surveys under the Gulf Watch Alaska ecosystem monitoring program funded by the Exxon Valdez Oil Spill Trustee Council. KBL also operates small boats between the laboratory and Homer to support facility operations. KBL small boats have gasoline engines. Boat use varies during the year with operational needs and weather conditions. The North American Industry Classification Code (NAICS) for this acquisition is 713930, Marinas, with a business size standard of 8.0M.

Sole Source Justification

Petro49 is the only vendor that provides boat fuel in the Homer harbor. The Homer harbor is the only practicable location for NOAA small boat fueling. The next closest boat fuel available is at Seldovia harbor, but it is 12 miles away (by boat) and the route can frequently be exposed to adverse weather conditions. The vendor will provide boat fuel at the market cost for that day. To purchase fuel from the next closest vendor would increase the cost and expose NOAA boats and staff to more adverse weather conditions, potential damage and risk the safety of the staff.
