Notice Type: Special Notice of Intent to Sole Source
The Department of Veterans Affairs (VA) Network Contracting Office 8 intends to award a sole source firm-fixed price contract to Rogue Research US Inc located at 125 Cambridge Park Dr Ste 301 Cambridge, MA 02140, to purchase a Brainsight Robotic Vet System for Rodent TMS for the North Florida/South Georgia Veterans Health System, under the authority Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1)(i). The North American Industry Classification System code for this acquisition is 339112 Surgical and Medical Instrument Manufacturing.

Purpose and Objectives:
This purchase supports the goals of the Malcom Randall VA Medical Center’s Brain Rehabilitation Research Center (BRRC). The equipment allows the user to determine the precise orientation of the transcranial magnetic stimulation coil to non-invasively target the region of interest within the brain. This enables the user to generate reliable and reproducible results within the research study. Additionally, this saves time and money by aiding in accurate stimulation determination and will provide support for future studies.
The requested equipment has the following unique features that apply to the needs of the Research Center:
1. This system allows users to take MRI images of their research subject and simultaneously determine where a generated magnetic or electrical field from a non-invasive device would be targeted within the brain. These neuronavigation systems are set up with small detectors that give a live update feed utilizing the matched MRI images as you move the stimulation device around the subject’s head, so that the user knows exactly where to position it.
2. The equipment is the only known system that is compatible with research that uses smaller animals.
3. This system has specific integrative attributes for the neuronavigation system that works with and compliments the TMS system that is currently in use at the BRRC.
This notice of intent is NOT a request for competitive quotes. However, interested concerns may submit clear and convincing evidence that competition of this requirement would be advantageous to the Government, via e-mail to Heidi Parrish, Contracting Officer, heidi.parrish@va.gov no later than 4:30 PM ET on September 3, 2025. A determination by the Government Not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. The Government will not pay for any information submitted from this notice. This notice of intent shall Not be construed as an obligation on the part of the Government to acquire any products or services. The anticipated award date is September 5, 2025.
A justification for other than full and open competition is prepared in support of this acquisition.
