About this file
This notice provides details of a $85 million sole source contract action to support remediation at the Shallow Land Disposal Area site. Jacobs Technology Inc. is the incumbent contractor performing ongoing remediation services under a $350 million single award task order contract awarded in 2017, which is anticipated to allow full remediation of trenches 2 through 6, 8 and 9 by fall 2026. The contracting agency intends to increase the existing contract value by $85 million to procure follow-on remediation services for trenches 1, 7 and 10 along with remaining site work, in order to minimize disruption and fulfill requirements without unacceptable delay. The justification for the sole source award will be made publicly available within 14 days of contract award. Industry is invited to provide comments on the intent by March 19, 2024.

NOTICE OF INTENT – $85M SOLE SOURCE CONTRACT ACTION TO SUPPORT REMEDIATION AT THE SHALLOW LAND DISPOSAL AREA (SLDA)
Jacobs Technology Inc. (Jacobs) is performing services at the SLDA site under contract W912P417D0001. The Government awarded the $350 million Single Award Task Order Contract (SATOC) in April 2017, with an ordering period ending in April 2027. Currently, Jacobs is finalizing work plans and mobilizing site infrastructure, equipment, and personnel in preparation to start remediation by summer of 2025. Based on the anticipated remaining capacity under the SATOC after completion of mobilization, limited remediation would take place before a demobilization would be required.
The Government intends to increase the capacity on the SATOC by $85M. The ordering period will not change. It is anticipated this increase will allow full remediation of Trenches 2, 3, 4, 5, 6, 8, and 9 by Fall 2026. The $85M increase will allow the Government to procure the follow-on contract for trenches 1,7, and 10 and the balance of the site while minimizing or avoiding a gap in remediation services at the site under the current SATOC. Based on the complexity of the site, the Government intends to award the follow-on remediation contract approximately 12 months prior to completing excavation of the trenches under W912P417D0001.
This contract action will be justified in accordance with FAR 6.302-1(a)(iii):
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; and
(B) Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C 3204(b)(B)).
The justification will be made publicly available within 14 days of contract award.
If industry has any comments on the Government’s intent, please forward them by 19 Mar 2024 to jeffrey.g.ernest@usace.army.mil and jenna.n.grainer@usace.army.mil This is not a request for proposal or request for capability statements.
