DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 14TH FLYING TRAINING WING

COLUMBUS AIR FORCE BASE MISSISSIPPI

11 August 2020

MEMORANDUM FOR BETA.SAM.GOV

FROM: 14 CONS/PKB

495 Harpe Blvd, Suite 293

Columbus AFB, MS 39710

SUBJECT: Solicitation No. FA302220Q0318, Waterless dry-slide Chemistry Analyzer Cost-per-

Test Agreement Intent to Sole Source

The 14th Contracting Squadron, 495 Harpe Blvd, Suite 256C, Columbus AFB, MS 39740 intends to solicit and award a firm fixed price, sole source Purchase Order to Ortho-Clinical Diagnostics. The purpose of the order is to obtain a waterless dry slide Chemistry Analyzer cost-per-test agreement for a base plus four (4) option years. This purchase is for a commercial item/service and will be made using FAR 12 and the

Simplified Acquisition Procedures at FAR 13. Other than full and open completion is authorized pursuant to FAR 13.106-1(b).

Two (2) major justifications for obtaining a waterless dry slide analyzer in lieu of a water type analyzer are:

1. Water type analyzers require additional equipment, de-ionization water purification system.

This purification system’s initial cost plus subsequent annual maintenance cost drives the real cost higher than the cost of a waterless dry-slide analyzer, thus overall cost reduction.

2. Waterless dry slide analyzers reduce water waste on bases and installations, which fulfills

“Department of Defense – Improving Water Security and Efficiency on Installations Report to

Congress” dated April 2019 per H.R. 5515 of the National Defense Authorization Act for Fiscal

Year (FY) 2019, thus water waste reduction.

Additional justifications are no plumbing or drains, reduced substance interference, minimal operator interventions, no reagent preparation or waste, no electrodes, pumps, or tubing to maintain, 12-24 month reagent shelf life, exceptional calibration stability, and minimal storage space.

Market Research indicates that there is only one manufacturer of waterless dry-slide chemistry analyzers, Ortho-Clinical Diagnostics, as required in the SOW. The intent is to utilize a current GSA FSS Contract to fill the requirement, specifically one (1) VITROS Model XT3400 as manufactured by Ortho-Clinical

Diagnostics. There is no small business set aside whereas Ortho-Clinical Diagnostics is a large business.

The NAICS code used will be 334516 and PSC 6030.

This notice of intent is not a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Mr. Michael

Keasler, Contract Specialist at michael.keasler@us.af.mil no later than 1:00 PM CST on 26 August 2020.

Capabilities/qualifications will be evaluated solely for the purpose of determine whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
