The contract will be awarded to the Regents of the University of California, San Francisco for a one-year period from 01/15/2025 to 01/14/2026, with a solicitation number of 36C24226Q0213. The primary objective is to develop a second control group for the VA's Post-Deployment Cardiopulmonary Evaluation Network (PDCEN), focusing on recruiting deployed and non-deployed military veterans who are free of symptoms and diseases to enhance research on deployment-related airborne hazard exposures.
The contractor must demonstrate extensive knowledge in assessing and managing pulmonary diseases from environmental and occupational exposures, with established protocols for acquiring cardiopulmonary physiology data. Expressions of Interest (EOI) must be submitted via email to Mariangie.Rivera@va.gov by Thursday, December 18, 2025, at 10:00 AM EST, with a final response deadline of Monday, December 22, 2025, at 10:00 AM EST. DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO REGENTS OF THE
UNIVERSITY OF CALIFORNIA, SAN FRANCISCO, THE
Market research was conducted, and it was determined that in accordance with FAR 6.103-3 (Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per 41 USC §3304(a)(3)) intends to make a sole source award to a firm with the capability of providing studies in support of the WRIISC.
The Contractor shall provide services in accordance with the Performance Work Statement, specifically develop, conduct, and disseminate findings from a translational research project to better understand the pathophysiology of adverse health outcomes possibly linked to deployment-related airborne hazards. Delivering specialized clinical care and consultation for Veterans.
This requirement specifically seeks to enhance a ‘control group’ for the VA’s Post-Deployment Cardiopulmonary Evaluation Network (PDCEN). Creating a ‘control group’ is essential because it provides a true baseline of cardiopulmonary health and exposures against which the deployment-exposed, symptomatic Veterans being evaluated clinically can be compared. This allows our clinicians to distinguish which abnormalities and outcomes are specifically associated with deployment-related airborne hazards versus those that reflect background risk in similar Veterans without those exposures or symptoms.
This particular requirement builds upon the success of the initial PDCEN Control Group and Repository project contract. For this new contract, we are seeking to have the contractor recruit and test a second group of ‘controls’ comprised of deployed or non-deployed military Veterans who are free of any symptoms and/or diseases. This requirement focuses exclusively on recruiting military veterans who were deployed or non-deployed. These participants must be free from any symptoms and/or diseases thereby enhancing robust repository data.
The Contractor must have extensive knowledge and expertise in the assessment and management of pulmonary diseases that are due to environmental and occupational exposures and must already have mailto:Mariangie.Rivera@va.gov in place established procedures and protocols to acquire the human cardiopulmonary physiology needed by AHBPCE to build its repository data.
Please be aware that this Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted.
No contract award will be made because of proposals, or quotations received in response to this notice.
The Government MAY consider all Expressions of Interest (EOI) received prior to Thursday December 18, 2025, by 10:00 AM EST. All EOI must submit Technical Capability and address the questions.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Responses to this notice must be emailed to Mariangie.Rivera@va.gov and it must be received no later than Monday December 22, 2025, at 10:00 AM EST.
Submitters are responsible for ensuring their EOI reaches the designated Contracting Officer on time.
