About this file
This is a Presolicitation Notice for an emergency waste management and recycling contract with the Department of Veterans Affairs (VA) VAMC Medical Center Rhode Island in Providence, RI.
The VA intends to award an 8-month sole source bridge contract to DBI Waste Systems Inc. (377 3rd Street, Everett, MA) for comprehensive waste and recycling pickup and disposal services at VA Healthcare Bedford. The bridge contract will run from October 1, 2026, through June 1, 2027, while a new competitive base plus 4-option-year contract is being developed. The current contract (36C24121D0009) expires September 30, 2026, with no extension capability. The previous competitive RFQ (36C24126Q0577) was protested twice and did not result in timely award; the most recent protest was dismissed on August 19, 2026. The sole source procurement is authorized under FAR 6.302-2 (Unusual and Compelling Urgency) to prevent service lapses that would create hazardous waste accumulation, unsanitary conditions, pest and fire hazards, and infection control risks at the facility. As the incumbent contractor, DBI Waste Systems possesses necessary equipment, trained staff, and site-specific knowledge to ensure immediate service continuity without transition risks. No solicitation will be posted to FedBizOps. The applicable NAICS code is 562111 (Solid Waste Collection) with a $47 million size standard; the Product Service Code is S205. The response date is September 24, 2026, at 10:00 AM Eastern Time. Interested parties should contact Contracting Specialist James L. R. Moore at james.moore14@va.gov or (603) 624-4366. The Contracting Officer retains sole discretion to pursue competitive procurement based on responses to this notice.

DESCRIPTION
Notice of intent to award a sole source bridge contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for 8 Month Base with DBI Waste Systems INC 377 3rd st Everett MA for the VA Healthcare Bedford to obtain Waste and Recycling pickup/disposal. While procuring a new Base plus 4 option years contract.
The current contract 36C24121D0009 ends on 9/30/2026 with no contractual ability to extend.
The current RFQ 36C24126Q0577 did not result in an award in time to prevent a lapse in service due to a Protest. The RFQ was protested twice; the most recent protest was dismissed on 8/19/2026, with VA taking corrective action. A new RFQ is being developed for a base plus 4 option years. This sole source bridge contract with the current vendor will continue service without interruption or risk of service while the new RFQ is being developed. No other contractor can be installed before the contract expiration date without creating a critical service delay.
Which would result in hazardous accumulation of waste at the facility, creating unsanitary conditions, pest and fire hazards, and infection control risks, and potential noncompliance with VHA Directive 1850.06, Waste Management Program, and VHA Directive 1850.01, Health Care Environmental Services.
DBI Waste Systems, as the incumbent, already has the equipment, staff, and site-specific knowledge in place under the existing contract, allowing performance to continue immediately without the added risk of transitioning to an unproven provider during this critical period.
Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 562111 Solid Waste Collection with a $47 Million Size Standard. The PSC is S205.
The authority for this action is FAR 6.302-2 Unusual and Compelling Urgency due to not being able to award a new Base + 4 option years from RFQ 36C24126Q0133 and 36C24126Q0577.
Performance Work statement synopsis contractor shall be responsible for allocating all equipment and personnel, including back‐up resources, to meet all requirements for the comprehensive management of the solid waste and recycling programs for the VAMC Bedford Healthcare System. The comprehensive waste services shall not only include the collection, recycling and disposal of waste, but also the training and support required to ensure compliance with all Federal, State, and Local regulations.
