About this file

This document is a sole source justification for the Department of Veterans Affairs to award a contract to Arjo Inc. for the rental of Arjo Roto-Prone beds. The justification provides details on the requirement for approximately 200 days of rental annually for immobile patients at the Oklahoma City VA Medical Center. The period of performance would be a one-year base period starting September 30, 2021, with four one-year option periods extending to September 2026. The justification cites FAR 13.5 and states the Roto-Prone beds from Arjo are the only comprehensive automated proning solution available in the U.S. Market research found Arjo does not have any authorized small business distributors for these beds. The contract value will be determined fair and reasonable based on prior pricing.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

The Roto-Prone Therapy System is the only comprehensive automated proning solution available in the United States. It is well known that some critically ill, immobile patients benefit from being placed in the prone position. Unlike manual proning which generally requires 6-8 staff members, proning patients with Roto-Prone can be accomplished by 1-2 caregivers. With Roto-Prone, patients can be easily turned and repositioned with the touch of a button. It also allows caregivers to program specific prescribed turn angles in degrees as well as pause times to maximize mobilization of secretions and improve ventilation/perfusion ratio. Roto- Prone helps reduce the risk of skin breakdown and pressure ulcer development. Roto-Prone can off- load pressure when the patient is placed in the reverse Trendelenburg (supine with elevated head) position and when utilizing bilateral rotation. Roto-Prone features a tube management system that provides secure placement of patient tubes and lines during rotation. The caregiver can use the hand control unit of the Roto-Prone to reposition or rotate patient while monitoring critical lines and tubes. Roto-Prone allows caregivers to supine patients in less than 40 seconds to perform CPR quickly.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

The manufacturer was contacted requesting information on authorized small business, including veteran-owned small business distributors. See Section 8. Arjo confirmed that there are not any authorized distributors for the lease of the beds.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and

Reasonable:

Determination that the cost to the Government will be fair and reasonable is possible through comparisons of the current prices with Federal Supply Schedule (FSS) price lists and with acquisition history (NCO 19 Contract 36C25921P0363).

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:

An email dated May 21, 2021, from Matthew Vic, Corporate Accounts Manager on Government Team, for Arjo, Inc., stated Arjo does not currently utilize small businesses, including service-disabled veteran-owned small businesses, due to the complexity and requirements related to managing a rental fleet. Arjo does not currently have any small businesses authorized for the delivery, maintenance, and other servicing for its rental equipment. Arjo identified the requirement is available under an FSS Contract V797D-50430. However, the contract expires 9/14/21 and it is unknown when a new FSS contract will be awarded. A search of www.vetbiz.va.gov did not find any veteran-owned small businesses when searching using the NAICS 339113 and the description Roto- Prone.
