THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND

IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award a single source purchase order to System Improvements, Inc.

DESCRIPTION/BACKGROUND

The Bureau of Reclamation (BOR) has a requirement for Denver Technical Service Center has a need to procure root cause analysis software. TapRoot software is a systematic root cause analysis process, including training and software to analyze and fix the real root causes of problems. This requirement will also include four-years of software maintenance. This acquisition includes product software and maintenance support, providing IT business functions which are used in Reclamation.

The purchase of the software license grants rights for Reclamation employees to use the TapRoot software and rights for Reclamation staff to become Certified TapRoot Instructors to train other

Reclamation employees in the use of the TapRoot software. Certified TapRoot Training is not included in the purchase price of the software and will be quoted separately if needed.

The performance of TapRoot’s software is unique in that it is multi-faceted and is able to assist in a wide array of areas. Staff across Reclamation will be able to utilize TapRoot to map a sequence of events, identify problems, analyze for Root Causes, and develop effective corrective actions.

The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
