The U.S. Geological Survey (USGS) intends to award a sole source contract with the Upper Mississippi River Basin Association (UMRBA) for work related to the project “Boat Ramp Access Inventory – Enhancing UMRBA Inland Sensitivity Access Database.”

This notice is issued in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a), which specifies that Part 12 acquisition procedures apply to commercial products and services and shall take precedence where inconsistencies exist with other FAR parts.

The USGS Upper Midwest Environmental Science Center (UMESC) requires technical assistance for the derivation of elevation data for each boat ramp listed in the Inland Sensitivity Atlas (ISA) Database. Assurance that data quality, types, and formats are compatible with the ISA Database must be provided by an expert in that database. UMESC is performing work to update and enhance UMRBA’s ISA Database but does not have access to edit the database. Assistance to input the data generated by UMESC’s work into the database and confirm that the data are the correct type, and format is required to complete the project. UMRBA created and maintains the Inland Sensitivity Atlas Database and is the only organization with the ability to do so. UMRBA coordinates with end-users of the ISA Database and would ensure that the data generated from this project is spread to the intended users. UMRBA is the only option to assist in UMESC’s work on the ISA Database.

There are no resellers in the marketplace. This procurement is being conducted under commercial acquisition procedures per RFO 12.102(a), as the services required meet the definition of commercial services under FAR 2.101.
