About this file
This document is a Notice of Intent to Award a Sole-Source Contract issued by the National Oceanic and Atmospheric Administration (NOAA) National Centers for Coastal Ocean Science (NCCOS). The contract is for Preventative Maintenance Services on a JEOL Scanning Electron Microscope located at the NOAA Hollings Marine Laboratory in Charleston, SC, with a NAICS code of 811210 and a business size standard of $34.0M. The sole-source justification is based on JEOL being the only authorized service provider with access to the proprietary software operating system and patent rights to the Solid State Dry EDS Detection Unit.
Interested parties may submit a Capability Statement by 11:00 AM EDT on July 26, 2025, to scott.beliveau@noaa.gov to demonstrate their ability to meet the contract requirements. The notice will remain open from 7/17/2025 to 7/26/2025, and all contractors must be registered in the System for Award Management (SAM). While this is not a competitive solicitation, NOAA will evaluate any submitted documentation to potentially reconsider the sole-source approach. Electronic correspondence must include the Announcement Number 1333MG-25-Q-0104 and Project Title in the subject line.

The North American Industry Classification Code (NAICS) for this acquisition is 811210, Electronic and Precision Equipment Repair and Maintenance, with a business size standard of $34.0M.
Sole Source Justification The required software operating system can only be serviced by JEOL, and JEOL does not have any authorized services providers that can perform the preventative maintenance services or that have access to this proprietary software. JEOL is the only authorized service provider which can service the Solid State Dry EDS Detection Unit since JEOL has patents rights to this detector.
