The Department of the Interior, Bureau of Reclamation (Reclamation), has a sole source requirement to acquire a Demo Plant Operator for their San Luis Demonstration Treatment Plant.
This facility is the only facility in the world that treats second pass agricultural drainage. The Demo Plant was designed to provide a solution for agricultural drainage, a complex problem that has eluded an optimal treatment process for over 60 years. The Demo Plant has multiple configurations and processes that can be implemented or bypassed with manual valves and electronic computer controls, which include an anoxic selenium removing bioreactor, pre‐oxidation, coagulation, flocculation, sedimentation, media filtration, membrane ultrafiltration, reverse osmosis membranes and ozone. It is Reclamation’s intent to procure these services through Water Conditioning of Merced County Inc.
The intended procurement is classified under North American Industry Classification System (NAICS) Code 221310– Water Supply and Irrigation Systems.
The determination not to compete this proposed Order was made pursuant to the Federal Acquisition Regulation IAW FAR 13.106-1(b)(1), – Only one source reasonably available.
This is the only Notice that will be published. A determination by the Government not to compete this requirement based upon response to this notice is solely within the discretion of the Government.
This notice of intent to award a sole source purchase order is not a request for competitive proposals.
However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements and include:
