DESCRIPTION
The Bureau of Reclamation Denver Contracting office, hereby provides notice of its intent to award a single source contract to Rochester Software Associates of Rochester, NY. A Determination to Solicit from A Single Source will be prepared.
The Bureau of Reclamation intends to negotiate a sole source contract with Rochester Software Associates for professional services to integrate existing internally hosted government perpetual licensed web-to-print application to communicate to outside third-party vendor printing devices. The contractor shall provide all the required integration services and will include additional site license and maintenance support for all requirements issued under the contract. Reclamation utilizes Rochester Software Associates (RSA) WebCRD web-to-print web-based application hosted by the Government on its Intranet to place and submit printing related orders. WebCRD is a web-based print job submission software that allows users to submit printing or reproduction requests via a browser connection. The job status can be tracked by the user. The product provides customizable reports for summarizing device utilization and printing costs. The product also provides for tab creation and the build a job; adding multiple files and arranging them; as well as combining them with markers for potential tab placement at the markers. The period of performance is 12 months.
The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency no later than April 5, 2023 at 6:00PM, EDT.
A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
The Bureau of Reclamation will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
Interested parties are encouraged to furnish information by email only with “RESPONSE TO INTENT TO SOLE SOURCE Web-to-Print Support Services 140R8123Q0129” in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Stephanie Pascale by email at spascale@usbr.gov The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities, experience that will demonstrate the ability to support these requirements.
