THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award a single source purchase order to Planet Labs Federal, Inc.
DESCRIPTION/BACKGROUND
The Bureau of Reclamation has identified a need for medium- to high-resolution multispectral satellite imagery with a weekly minimum revisit time. There is also a need for access to archived imagery that meets these same specifications (medium- to high-resolution, at least weekly revisit time). Extensive market research (GSA FSS, GWACs, internet search, industry contacts) was conducted to determine what options were available in the commercial marketplace. There are several satellite imagery providers that can meet the spatial resolution requirements (< 5 meters), but none of these providers can meet the temporal resolution requirements (< 1 week) along with access to archival imagery.
Planet Labs Federal, Inc. is the only provider of this kind of imagery product. Resellers of this imagery do exist in the commercial marketplace, but they do not offer access to the graphical user interface (GUI) or the application programming interface (API) to search current and archive imagery.
The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Melissa A. Corum at mcorum@usbr.gov by 12:00 PM MT, September 9, 2020, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
