THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
This is not a solicitation. This is a notification of an intent to award a single source Purchase Order (PO) under NAICS code 541519. The Bureau of Reclamation (BOR) Acquisition and Assistance Operations Branch in Denver, Colorado will solicit and award to OSIsoft World Headquarters, 1600 Alvarado Street, San Leandro, CA 94577.
The Bureau of Reclamation’s Yuma Area Office (YAO) has a requirement for On-Site Technical Support for the OSIsoft’s PI System software used on the Yuma Desalting Plant (YDP) Distributed Control System (DCS) in support of the YDP and the YAO’s Water Quality Improvement Center (WQIC). Unless otherwise expressly provided herein, the Contractor shall furnish all the contract management, planning, supervision, administration, personnel, engineering, labor, materials, supplies, transportation, facilities, and incidentals necessary for customized software programming and commissioning services to be performed on-site at the YDP for the PI system software used on the DCS. The Government believes that only one responsible source can provide this requirement.
The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Melissa Corum at mcorum@usbr.gov by 10:00 AM EST, November 29, 2021, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
