About this file
This is an Intent to Single Source (ISS) document issued by the City of Tampa, Florida for specialized filtration and water quality testing products required by the David L. Tippin Water Treatment Facility Water Quality Laboratory. The procurement encompasses three primary product categories: IDEXX Filta-Max filtration equipment for Protozoan parasites analysis under EPA 1623 regulations, IDEXX Quanti-Tray systems for raw water testing with Colilert applications, and TECTA Water Monitoring solutions for E. Coli and Total Coliform testing. The solicitation was posted on April 9, 2026, with a vendor response deadline of April 15, 2026. The procurement requires interested vendors to submit documentation confirming their authorization to provide the specified products. No information regarding site visits, bidder conferences, award dates, or contract term details was included in the available documentation.
The single source justification is based on exclusive manufacturing capabilities and regulatory approval requirements, as the IDEXX Filta-Max is the only EPA-approved filtration product for Protozoan parasites analysis, the Quanti-Tray is manufactured exclusively by IDEXX Laboratories, Inc., and TECTA Water Monitoring (acquired by IDEXX) is the only EPA-approved automated microbial detection system for drinking water applications. IDEXX Laboratories, Inc. is identified as the incumbent and sole source vendor for all three product categories. No pricing information, budget range, contract term length, award date, or procurement amount was disclosed in the posted documentation. The procurement does not include set-aside designations for disadvantaged enterprises or restrictions limiting organizational types from responding. The requirement for integration with existing laboratory infrastructure necessitates compatibility with current EPA-approved testing protocols.
