About this file

This document is a Notice of Intent from the Massachusetts Executive Office of Public Safety and Security (EOPSS) Public Safety Broadband Office to publish a Request for Response (RFR) for a partner to build, deploy, operate, and maintain a statewide Public Safety LTE Radio Access Network (RAN) in Massachusetts. The RAN must meet the requirements and fully interoperate with the First Responder Network Authority (FirstNet) National Public Safety Broadband Network. Massachusetts has not yet decided whether to accept FirstNet's Massachusetts State Plan or to opt-out and pursue its own RAN deployment. The intent of this RFR is to provide an alternative to the anticipated FirstNet State Plan and to support the Governor's decision on the implementation of the wireless public-safety broadband network in Massachusetts.

The RFR will be consistent with the objectives of the FirstNet RFP and will cover urban, suburban, and rural areas to meet public safety's information and communications technology needs. This is an announcement only and not a request for response. The official RFR will be posted in the next few months, and responses will be required to be submitted online via COMMBUYS, the Commonwealth's official procurement system. Bidders are responsible for monitoring the site for any amendments and the complete RFR posting.

Executive Office of Public Safety and Security Public Safety Broadband Office Notice of Intent to Publish a Request for Response for a Massachusetts Wireless Public Safety Broadband Radio Access Network RFR Document Number: BD-17-1044-EPS17-EPS1-11382

The Public Safety Broadband Office of the Massachusetts Executive Office of Public Safety and Security (EOPSS) intends to publish a Request for Response (RFR) in the next few months for a partner to build, deploy, operate, and maintain a statewide Public Safety LTE Radio Access Network (RAN) in Massachusetts. The Massachusetts RAN must meet the requirements for and fully interoperate with the First Responder Network Authority (FirstNet) National Public Safety Broadband Network (NPSBN). The Massachusetts RFR will be consistent with the objectives of the FirstNet Request for Proposal for a network that covers urban, suburban, and rural areas and meets public safety’s information and communications technology needs.

FirstNet is required to develop and present each state with details of the proposed buildout of the NPSBN, including its proposed plan for building the RAN in that state. Massachusetts has not yet decided whether to accept FirstNet’s Massachusetts State Plan or to opt-out and pursue its own Radio Access Network deployment. The intent of this RFR is to provide an alternative to the anticipated FirstNet State Plan and to support the Governor’s decision on how best to implement the wireless public-safety broadband network in Massachusetts.

This notice and any subsequent procurement will be managed by the Public Safety Broadband Office (PSBO) within EOPSS. The point of contact for this notice and for any future related solicitation will be Scott Bailey, Project Manager. He can be reached at scott.bailey@state.ma.us.
