About this file

This document is an Intent to Award Sole Source Contract for water delivery to Stewart Lake Waterfowl Management Area in Jensen, Uintah County, Utah. The Bureau of Reclamation intends to award a contract to Burns Bench Irrigation Co. to deliver water through existing pipeline infrastructure to flush Stewart Lake, which has elevated selenium levels caused by Mancos shale formations. The contract will be awarded in April 2026 under Solicitation/Contract Award Number 140R4026Q0006, using Simplified Acquisition Procedures (FAR Part 13).

The sole source justification is based on Burns Bench Irrigation Co. being the only viable source capable of providing the required water volume and continuous flow rate. Alternative methods like trucking water are deemed impractical, requiring over 65,000 truckloads per season (approximately 175 per day). The water delivery is authorized under Public Laws 102-250 and 104-20, which support pipeline construction for drought conditions and salinity control projects in the Colorado River Basin. Interested parties can contact Kimberley Hervat, Contract Specialist, for future solicitation documents.

Synopsis:

***NOTICE OF INTENT TO SOLE SOURCE***

This requirement is necessary to deliver water to Stewart Lake Waterfowl Management Area to flush the lake due to elevated selenium levels caused by Mancos shale formations in the Jensen Unit area.

Under Public Law 102-250, a pipeline was constructed to serve the area during drought conditions and feeds directly into Stewart Lake. Additionally, Public Law 104-20 authorizes Reclamation to fund salinity control projects within the Colorado River Basin, including water delivery for flushing Stewart Lake.

Burns Bench Irrigation Co. is the only source capable of providing water through the existing infrastructure. Alternative methods, such as trucking water, are not feasible due to the volume required (over 65,000 truckloads per season or approximately 175 per day) and the inability to maintain the necessary continuous flow rate (cfs) for effective flushing. The cost and logistics of such alternatives are unreasonable and impractical.

This notice of intent is not a request for competitive quotes.

This requirement will be awarded in accordance with FAR Part 13, Simplified Acquisition Procedures. There is no solicitation package available at this time; however, all relevant solicitation documents once issued will be available by contacting the Government’s primary point of contact listed below.
