About this file

This is an Intent to Award Notice for a bridge logistics services contract with the U.S. Geological Survey (USGS) at the Earth Resources and Observation Science (EROS) Center in Sioux Falls, South Dakota. The contract number is 140G0126Q0022, with a six-month performance period from March 1, 2026, through August 31, 2026. The incumbent contractor, Scientific and Commercial Systems Corporation (SCSC), is the intended awardee. The current contract expires February 28, 2026, and EROS requires uninterrupted logistics services to maintain operational continuity. The bridge contract is necessary to provide a transition period while a full and open recompete for a successor five-year contract is completed.

The Government is proceeding under other than full and open competition per FAR 6.3, citing unusual and compelling urgency. The justification relies on the specialized nature of site logistics services, absence of trained federal staff capable of maintaining operations, and the critical nature of the requirement. Interested vendors who believe they can meet the requirement's needs must contact Contract Specialist Tricia Rampersad at trampersad@usgs.gov no later than 12:00 PM EST on Thursday, February 19, 2026, with an affirmative response to be considered for award.

Intent to Award Notice - 140G0126Q0022 Page 1 of 1

The US Geological Survey (USGS) has a requirement for a six (6) month contract for LOGISTICS

SERVICES.

Scientific and Commercial Systems Corporation (SCSC) is the current provider of logistics services at the

Earth Resources and Observation Science (EROS) Center in Sioux Falls, SD. The current performance period is set to expire on February 28, 2026. A 5-year contract recompete is in progress that requires a 30-day transition period after award. EROS cannot operate without logistics services, and the nature of the work precludes an in-house or off-the-shelf solution. Due to unanticipated circumstances (i.e., lapse in appropriations, staffing shortages) the current recompete is delayed and will not be awarded prior to the current contract’s expiration. A bridge contract is needed to prevent a gap in critical services, provide adequate time for full and open competition of the succeeding 5-year contract, and the requisite transition period.

The total anticipated period of performance will be 03/01/2026 – 08/31/2026.

The Government has an unusual and compelling urgency that precludes full and open competition and delay in award of a contract would result in serious injury, financial, or other, to the Government. Therefore, it intends to make an award to SCSC unless it is contacted by any vendor who believes they can provide a service that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Tricia Rampersad via email at trampersad@usgs.gov no later than 12:00 PM EST, Thursday, February 19, 2026, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting

Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 6.3)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

Given the extremely limited timeframe, this brief procurement affords the Government sufficient time to award a full and openly competed contract for the required services and all for a requisite 30-day transition period. While contractors exist in the market that are able to meet the requirement, the Government would be seriously injured and mission adversely critically affected if competition is not limited for this procurement.

A bridge contract is needed only to ensure services do not lapse for the EROS Center. Due to the specialized skills needed to perform site logistics, there are no federal staff properly trained to keep the Center operating in the event of a contract lapse or to bring a new contractor up to speed on the tasks needed.
