Eglin Air Force Base, FL intends to award a Single Source, Firm Fixed Price (FFP) contract as authorized by FAR
13.106-1(b)(1) to Curtiss-Wright Flow Control Service LLC DBA ESCO, 2550 Market Street, Aston, Pennsylvania
19014-3426.
The 796 CES is in need of Textile Aircraft Arresting System (TAAS). The TAAS is used to support emergency arrestments of tail hook equipped fighter aircraft as well as trainer T-38 aircraft. The TAAS is a secondary aircraft braking system available in case of failure of a successful engagement by the primary aircraft arresting system
(AAS). The system utilizes the tear strength of interwoven nylon straps to provide the energy absorption capability necessary to stop the forward motion of troubled aircraft. The TAAS has been installed on active USAF airfields and is typically positioned in overruns for use during emergencies. TAAS types for the USAF are as follows: Modular
Brake (MB) MB60.6.9I; MB60.6.9N; MB60.6.9NI; MB60.9.9C; MB100. Curtiss-Wright is the only provider and qualified source to manufacture TAAS for the USAF.
Curtiss-Wright owns the proprietary data rights and intellectual property rights. To date, no other company has successfully passed First Article Testing (FAT). There are no other authorized distributors or service providers of these products. Curtis-Wright owns the proprietary data rights to MB100 Reset Kits and is the only source authorized to provide and maintain their products.
Market Research Assessment determined that Curtiss-Wright Flow Control Service LLC. is the best acquisition path and will be of the largest benefit to the Government. Pursuant to FAR 13.106-1(b)(1), the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.
