About this file

This is a Notice of Intent to Award a Sole Source contract for postage services. The Great Plains Area Indian Health Service (IHS) intends to award a firm fixed-price purchase order to Pitney Bowes for postage supplies to support the IHS clinic in Rosebud, South Dakota. The postage is critical to enable the clinic to send mail, prescriptions, and medical information to patients, which is essential for continuity of care and patient health outcomes. The tribal population served has among the highest poverty levels in the United States, making timely communication of healthcare information particularly important. The estimated contract value is $20,000 with a performance period of 60 days from the date of award.

The sole source justification is based on FAR 6.302-1, citing that only Pitney Bowes can provide the required postage because the clinic operates a Pitney Bowes postage machine and proprietary postage must come from that vendor. Responses must provide clear and convincing evidence that the sole source approach is advantageous to the Government, would not be cost or time prohibitive, and would not hinder agency standardization. This is not a request for quotes or proposals. The Government reserves the right to determine whether to proceed with sole source or conduct a competitive procurement. Questions should be directed to Jarrod Cole, Purchasing Agent, at jarrod.cole@ihs.gov with the subject line "Notice of Intent Question Submission - IHS1521401, Pitney Bowes Postage." The Government will not be responsible for costs incurred in responding to this notice.
