About this file

This is a Justification and Approval (J&A) document for a sole source federal contract procurement. The Federal Bureau of Investigation's National Acquisition Program Unit is justifying an award to TruckVault, Inc., located at 315 Township Street, Sedro-Woolley, Washington 98284, for custom law enforcement vehicle outfitting packages. The requisition number is SHOP-PR-26-001207, dated April 23, 2026, with an estimated contract value of approximately $25,000.00 under firm fixed price terms.

The requirement is to provide custom-configured, vehicle-specific Truck Vault tactical storage outfitting systems for Jeep Cherokee fleet vehicles operated by the Los Angeles FBI SWAT Team. The packages include secure in-vehicle storage systems, drawer configurations, and organizational components custom-fabricated to exact interior dimensions and load requirements of each vehicle. The systems must accommodate secure storage of weapons, ammunition, defensive body armor, flash sound diversionary devices, tactical gear, and sensitive materials, with permanent integration featuring precision tolerances for structural integrity and officer safety.

The J&A justifies the sole source award under 41 U.S.C. 3304(a)(1) based on TruckVault's unique qualifications: proprietary custom vehicle-specific fabrication for precise fit, 25+ years of law enforcement-specific design experience, proprietary manufacturing processes using aircraft-grade materials unique to TruckVault's platform, and the operational requirement for fleet standardization with existing TruckVault systems. Market research evaluated competing products (DECKED, CargoEase, Tuffy Security Products, and Load'N'Go) and determined none provided equivalent custom-fabrication, law enforcement-specific configurations, or security capabilities. The Contracting Officer determined pricing is fair and reasonable based on commercial price list review, prior government purchase history, and verification of consistent pricing across customer bases. The document includes certification blocks for requestor, team lead, contracting officer, and unit chief approvals, with signature and date fields provided.

FULL AND OPEN COMPETITION

Attachment M – J&A Guide & Template Version 3 Page 6

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (A) (X)

Requisition Number: SHOP-PR-26-001207

Date: 04/23/2026

Estimated Contract Dollar Value: $24,687.15

1. Identification of the agency and contracting activity.

The U.S. Department of Justice, Federal Bureau of Investigation (FBI), National Acquisition Program Unit, has prepared this justification for other than full and open competition for Truck Vault on behalf of the FBI Los Angeles Division.

2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.

It is the intent of the NAPU, RCO to award a firm fixed price (FFP) sole source contract to TruckVault, Inc., 315 Township Street, Sedro-Woolley, Washington 98284, for the procurement of custom law enforcement vehicle outfitting packages. The total estimated contract value is approximately $25,000.00.

3. A description of the supplies or services required to meet the agency’s needs.

The requirement is to provide custom-configured, vehicle-specific Truck Vault law enforcement tactical storage outfitting for Jeep Cherokee fleet vehicles operated by the Los Angeles FBI SWAT Team. These packages include secure in-vehicle storage systems, drawer configurations, and organizational components custom-fabricated to the exact interior dimensions and load requirements of each specific vehicle make, model, and year.

The outfitting packages are designed to support law enforcement operational needs, including secure storage of weapons, ammunition, defensive body armor, flash sound diversionary devices, tactical gear, and sensitive materials. The systems must be permanently integrated into each vehicle with precision tolerances that ensure structural integrity, officer safety, and operational readiness.

Estimated Total Value: $25,000.00

4. The statutory authority permitting other than full and open competition.

The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.103-1, entitled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.

TruckVault, Inc. is uniquely qualified to provide the required law enforcement vehicle outfitting packages to FBI Los Angeles SWAT Operators based upon the following:

Custom Vehicle-Specific Fabrication.

TruckVault designs and manufactures each storage system to the precise interior dimensions of a specific vehicle make, model, model year, and cab configuration. Unlike generic aftermarket storage products, TruckVault systems are engineered from vehicle-specific templates developed through direct measurement and testing of each platform. No other commercially available manufacturer produces storage and outfitting systems with this level of vehicle-specific fit for the full range of law enforcement fleet vehicles in use by the agency. Alternative products — including DECKED, CargoEase, and Load'N'Go — are designed as universal or near-universal fitment systems and do not replicate the custom-fabricated, floor-to-wall integration that TruckVault provides.

Law Enforcement-Specific Design and Configuration.

TruckVault, Inc. has more than 25 years of demonstrated experience designing outfitting packages specifically for law enforcement and public safety applications. Their product lines are purpose-built to accommodate weapon retention systems, controlled substance storage, evidence handling requirements, and tactical equipment configurations required for law enforcement operations. Competing manufacturers primarily serve the consumer outdoor and work-truck markets and do not offer purpose-built law enforcement configurations with equivalent security, locking mechanisms, and organizational capability.

Proprietary Fit and Finish Standards.

TruckVault systems are manufactured using a proprietary combination of aircraft-grade aluminum, steel subframes, and finished surfaces (including choice of carpet and drawer face finishes) that are specific to TruckVault's design and manufacturing process. The structural integration method — including custom-drilled mounting points, rivnut anchor systems, and

Attachment M – J&A Guide & Template Version 3 Page 8 flush-fit deck surfaces — is unique to TruckVault's platform and is not replicated by alternative manufacturers. Substituting another product would require re-engineering vehicle mounting configurations and accepting a materially inferior fit, structural performance, or security capability.

Fleet Standardization and Operational Continuity.

The Los Angeles FBI SWAT Team currently operates vehicles outfitted with TruckVault systems.

Introducing a different manufacturer's product would result in non-standardized storage configurations across the fleet, creating officer safety risks, cross-training burdens, variation is trained access methods, and incompatibility with existing equipment layouts and organizational systems. Maintaining TruckVault as the sole supplier ensures operational consistency, minimizes transition costs, and preserves the safety standards established for the current fleet.

Why Alternatives Are Not Acceptable.

The following competing products were evaluated during market research and determined not to meet agency requirements:

• DECKED Drawer System: A high-density polyethylene and galvanized steel system designed for general consumer and work-truck use. DECKED does not offer custom-fit law enforcement outfitting packages, lacks vehicle-specific fabrication for the agency's fleet vehicles, and does not offer the security or organizational configurations required for law enforcement operations.

• CargoEase: An aluminum drawer system with general-fit design. CargoEase does not provide vehicle-specific fabrication and is not marketed or configured for law enforcement applications. Security features are insufficient for controlled storage of weapons and sensitive equipment.

• Tuffy Security Products: Offers steel locking drawers primarily designed as tool-box-style inserts. Tuffy products do not provide full vehicle outfitting configurations, are not custom-fabricated to vehicle-specific dimensions, and do not offer the integrated organizational packages required by the agency.

• Load'N'Go: A steel drawer system with general-application design. Does not offer law enforcement outfitting packages or vehicle-specific custom fabrication. Security and organizational features do not satisfy agency requirements.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.1 and, if not, which exception under 5.101 applies.

The Los Angeles FBI SWAT Team Supervisor conducted market research to identify potential sources capable of satisfying this requirement. Research included a review of commercial databases, industry catalogs, and known vendors in the in-vehicle storage and law enforcement vehicle outfitting market. No other manufacturer was identified that produces custom vehicle-specific law enforcement outfitting packages equivalent to those offered by TruckVault, Inc.

No additional or similar requirements are anticipated that would support the development of competitive procurement at this time.

7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated dollar value of this procurement is $25,000.00. The Contracting Officer has determined that the anticipated cost to the Government is fair and reasonable based upon the following:

• Review of Truck Vault’s current commercial price list and published catalog pricing for law enforcement outfitting packages.

• Comparison with prior Government purchase history for equivalent Truck Vault products.

• Verification that pricing is consistent with prices offered to other Government and commercial customers.

The Contracting Officer will obtain a price analysis prior to award to confirm that pricing is fair and reasonable in accordance with FAR 15.404-1.

8. A description of the market research conducted and the results.

Market research was conducted by Supervisory Special Agent Melzer on a regular basis over the last 6 years and consisted of the following:

• Review of commercial and law enforcement equipment catalogs and industry publications in the in-vehicle storage and fleet outfitting sector.

Attachment M – J&A Guide & Template Version 3 Page 10

• Internet-based research identifying manufacturers of in-vehicle storage and law enforcement vehicle outfitting products, including Truck Vault, DECKED, Cargo Ease, Tuffy Security Products, and Load'N'Go;

• Direct inquiry to Truck Vault, Inc. regarding product availability, vehicle compatibility, and pricing;

• Review of prior Government procurement history for law enforcement vehicle outfitting requirements.

Results of the market research confirmed that Truck Vault, Inc. is the only manufacturer capable of providing custom-fabricated, vehicle-specific law enforcement outfitting packages that satisfy the agency's technical, security, and operational requirements. No other source was identified as capable of meeting the Government's needs without substantial modification of the requirement.

9. Any other facts supporting the use of other than full and open competition.

The technical specifications and performance requirements for this acquisition are inherently tied to Truck Vault’s proprietary vehicle-specific fabrication process. A generic performance specification or brand-neutral purchase description cannot adequately describe the custom-fit, structural integration, and law enforcement-specific configuration required without, in effect, pointing to Truck Vault’s product line. Modifying the requirement to accommodate alternative manufacturers would necessitate accepting materially inferior fit, reduced security capability, and non-standardized configurations across the fleet — all of which would degrade officer safety and operational effectiveness.

The Government would be harmed by requiring full and open competition in this instance because no alternative source is capable of providing vehicle-specific fabricated outfitting systems for the agency's fleet vehicles. Awarding an unqualified vendor would result in improperly fitted systems, structural integrity failures, and potential safety hazards for law enforcement personnel operating these vehicles in the field.

10. A listing of any sources that expressed a written interest in the acquisition.

Marking research was conducted requesting for this requirement. No other vendor were able to provide the exact specs to the requesting items.

11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.

Attachment M – J&A Guide & Template Version 3 Page 11

The NAPA, RCO recognizes the importance of promoting competition to the maximum extent practicable. The following actions will be taken to assess and remove barriers to competition for any subsequent acquisitions of this nature:

• The Contracting Officer and Program Office will continue to monitor the commercial market for the emergence of manufacturers capable of providing custom-fit, vehicle-specific law enforcement outfitting packages equivalent to those offered by Truck Vault, Inc.;

• If additional qualified sources are identified prior to any follow-on procurement, the requirement will be competed to the maximum extent practicable.

• The Program Office will evaluate whether future requirements can be structured in a manner that broadens the competitive base without compromising operational requirements or officer safety.

At this time, no competitive procurement is planned for subsequent acquisitions of this requirement. This determination is based on the current state of the market, which does not support a viable competitive source pool for the specific products and vehicle configurations required.
