About this file

This is a Justification and Approval (J&A) document for other than full and open competition submitted by the Federal Bureau of Investigation's Finance and Facilities Division.

The FBI intends to acquire two Long Range Acoustic Device (LRAD) systems from Genasys under a firm fixed price contract valued at $49,462.64, with delivery by September 30, 2026. The acquisition consists of one LRAD 450XL system and one LRAD 100X system to support the Los Angeles Crisis Negotiation Team and SWAT operations. The LRAD 450XL, weighing 36.5 pounds, projects continuous acoustic output of up to 146 decibels with effective voice communication range exceeding 1,700 meters and is currently mounted on an FBI BearCat tactical vehicle. The LRAD 100X is a smaller, portable version with the same operating concepts and acoustic technology, allowing personnel to transition between systems without additional training. The equipment will be used during SWAT operations, barricaded subject incidents, crowd management, and special security events including World Cup, Super Bowl, and Olympics operations in Los Angeles.

The FBI justified the sole source procurement under 41 U.S.C. 3304(a)(1) by determining that these specific brand-name products possess unique operational characteristics essential to mission performance and officer safety that are not available from alternate suppliers. Market research identified the LRAD systems as uniquely satisfying requirements for long-range intelligible voice communication, tactical vehicle integration, portable deployment capability, and acoustic output specifications. The contracting officer determined anticipated pricing to be fair and reasonable based on historical purchases, commercially available pricing, and independent government estimates. Prior to award, the FBI intends to publicize the brand-name requirement through GSA Ebuy or SAM.gov to solicit competitive quotes. The J&A received required approvals from the Technical POC, Contracting Officer, Team Lead, and Unit Chief between July 6-7, 2026.

Justification for Other than Full and Open Competition in Accordance With 41 U.S.C. 3304(a)

Requisition Number: SHOP-PR-26-001588

Title: SHOP-PR-26-001588 Date: 07/01/2026 Estimated Contract Dollar Value: $49,462.64

1. Identification of the agency and the contracting activity.

The Federal Bureau of Investigation intends to acquire brand-name LRAD equipment consisting of one LRAD 450XL system and one LRAD 100X system, or authorized equivalent distribution of those brand-name products, to support Crisis Negotiation Team and SWAT operations within the Los Angeles Area of Responsibility. This acquisition is being conducted as a brand-name requirement because the identified equipment possesses unique operational characteristics essential to satisfying the Government's minimum needs.

2. The nature and/or description of the action being approved, i.e. sole source, limited competition, establishment of a new source, etc.

It is the intent of the Los Angeles Field Office Crisis Negotiation Team to acquire a firm fixed price contract for $49,462.64 with Genasys. The products will be provided by September 30, 2026.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value)

As a responder to critical incidents, the Los Angeles Crisis Negotiation Team (CNT) is required to deploy at a moment’s notice anywhere in the Los Angeles AOR. As such, LA CNT must maintain necessary mission critical gear and equipment to ensure the mission of the FBI can continue unhindered wherever they may be deployed. LA CNT is requesting to purchase two devices.

The LRAD 450XL is currently fielded by the Los Angeles Crisis Negotiation Team and integrated into tactical deployment procedures utilizing FBI BearCat platforms. Procuring an additional LRAD 450XL will maintain equipment standardization across both tactical vehicles, ensuring identical operational capabilities during simultaneous deployments.

Procurement Section Format Update:

Standardization of LRAD equipment minimizes operator training requirements, reduces logistical complexity, simplifies maintenance planning, and ensures consistent deployment procedures during high-risk operations.

The LRAD 100X provides a portable capability utilizing the same operating concepts and acoustic communication technology as the LRAD 450XL, allowing personnel to transition between systems without additional specialized training.

1. Long Range Acoustic Device (LRAD), 450XL The Genasys LRAD 450XL projects powerful, intelligible voice commands over extended distances enabling operators to communicate, warn, and de-escalate before force becomes necessary. It is the only acoustic hailing device weighing 36.5lbs, capable of broadcasting 146dB maximum “continuous acoustic" output (at 1 meter, A-weighted) and communicating at a range of 1700+ meters. This LRAD model is currently in use by LA CNT where it is attached to a bearcat during SWAT operations. As Los Angeles has two bearcats to conduct multi location SWAT operations, a second LRAD 450XL is required.

2. Long Range Acoustic Device (LRAD), 100X The Genasys LRAD 100X also projects powerful, intelligible voice commands over extended distances enabling operators to communicate, warn, and de-escalate before force becomes necessary. This smaller LRAD is a smaller and more portable version of the LRAD 450XL. This model can be carried out on a daily basis by the LA CNT Coordinator for negotiations and crowd control. A high strength magnetic mount will also be purchased so the LRAD 100X can be mounted to vehicles.

LA CNT will use these items during SWAT operations to send notifications to subjects/occupants when conducting search and arrest warrants allowing clear and understandable communications to be heard inside buildings and vehicles. This equipment will also be utilized for upcoming special events in the Los Angeles AOR, such as World Cup, Super Bowl, and the Olympics.

The requirement is to provide LRAD devices at an estimated total cost of $49,462.64 by September 30, 2026. This will allow the LA CNT to accomplish its mission of obtaining mission critical and safety enhancing equipment for operational readiness.

4. The statutory authority permitting other than full and open competition.

The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This justification supports brand-name requirement because the identified LRAD systems possess unique operational characteristics that are essential to the Government's minimum needs and are not available through alternate products identified during market research.

Procurement Section Format Update:

5. Demonstrate that the proposed contractor’s unique qualifications or the nature of the acquisition requires using the authority cited.

The FBI's minimum operational requirements necessitate a long-range acoustic hailing device capable of delivering clear, intelligible voice communications over extended distances during tactical operations, barricaded subject incidents, crowd management events, and large-scale special security events.

The LRAD 450XL possesses unique characteristics required by the Government, including:

• Continuous acoustic output of up to 146 dB;

• Effective voice communication range exceeding 1,700 meters;

• Weight and mounting configuration compatible with existing FBI BearCat vehicle installations;

• Proven operational performance during FBI tactical deployments;

• Compatibility with existing training, operational procedures, and tactical communications concepts.

The FBI currently utilizes an LRAD 450XL mounted to an operational BearCat platform. Procuring an additional LRAD 450XL allows both tactical vehicles to maintain identical operational capabilities during simultaneous deployments.

The LRAD 100X satisfies the Government's requirement for a portable acoustic communications platform capable of supporting negotiations, crowd management, and tactical communications while maintaining consistency with existing LRAD operating procedures.

The Government determined that these specific brand-name products are necessary because the identified operational characteristics are essential to mission performance and officer safety.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will not be publicized as required by Subpart 5.1 and, if not, which exception under 5.101 applies.

Since the procurement was not advertised, no other companies have expressed an interest orally or in writing. Prior to award, the FBI intends to publicize its brand-name requirement through GSA Ebuy or SAM.gov and provide interested parties with an opportunity to submit quotes for the brand name requirement.

Market research focused on identifying products capable of meeting the required acoustic output, communication range, portability requirements, tactical vehicle integration requirements, and operational mission needs. ADS was identified as a possible supplier of the required brand name product.

Procurement Section Format Update:

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated price will be evaluated through comparison with historical purchases, commercially available pricing information, independent Government estimates, and price analysis techniques authorized by FAR 13.106-3. Based upon these factors, the Contracting Officer expects the resulting price to be fair and reasonable.

8. A description of the market research conducted and the results.

Market research included review of commercially available long-range acoustic hailing devices, manufacturer technical specifications, publicly available product literature, and operational requirements provided by the Los Angeles Crisis Negotiation Team.

Research focused on identifying products capable of satisfying the Government's minimum requirements for:

• Long-range intelligible voice communication;

• Tactical vehicle integration;

• Portable deployment capability;

• Acoustic output requirements;

• Compatibility with current operational concepts.

Market research concluded that the LRAD 450XL and LRAD 100X uniquely satisfied the Government's minimum requirements while maintaining operational consistency with currently fielded equipment.

9. Any other facts supporting the use of other than full and open competition.

The FBI has already invested in LRAD equipment, associated operator training, vehicle integration, and deployment procedures. Introduction of dissimilar systems would require additional training, revised operational procedures, validation testing, and potentially increased logistical support requirements.

10. A listing of any sources, if any, that expressed a written interest in the acquisition.

ADS was identified as a possible supplier of the required brand name product.

Procurement Section Format Update:

11. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

The government will continue to research the market to obtain as many available sources as possible a requiredin accordance with the FAR to ensure that there are other vendors out there that can satisfy this requirement. In addition, the customer will do due diligence in ensuring that barriers to competition are avoided to ensure we obtain the best value for the government.
