The NAICS Code for this RFI is 541715.
2. BACKGROUND AND DESCRIPTION OF INTEREST
The purpose of this RFI is to seek information regarding commercial options for a System of System Integration and command and control capabilities for air base air defense. Specifically, the Air Force Research Laboratory (AFRL) is seeking information to understand: 1) the industrial base for command and control capabilities and their adaptation for the counter-Unmanned Aerial System mission and 2) the possibilities of current commercial technologies in this area.
mailto:corrine.baca_gonzales@us.af.mil mailto:julian.landavazo@us.af.mil mailto:amber.anderson@us.af.mil
The Government is considering implementing the Commercial Solutions Opening (CSO) for this requirement. This pilot program, as implemented in DFARS 212.2 Class Deviation 2018-O0016, 26 June 2018, allows the contracting office to acquire innovative commercial items, technologies, or services using the competitive procedure outlined in the class deviation. Under a CSO, DoD may competitively select proposals received in response to a general solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts.
The challenge is to create an agile user interface derived from already available commercial capability that can provide a reliable air picture and de-confliction of friendly/foe drones but also integrate that air picture with high power microwave and electronic warfare effectors to provide a seamless user experience (between 100m and 20Km) for the engagement of drones.
Combatting drones and more broadly air base air defense is a difficult problem and innovative, cost effective solutions are required.
This RFI seeks capabilities to develop a single user control, which will:
- Perform hardware integration and display of EO/IR and radar information into a single user interface between 200m and up to 15km
- Demonstrate a clear air picture for the purposes of detecting small UAS
- Control of ICDs to enable the integration of effectors
- Ability to discriminate organic and inorganic targets
- Integration of two effector platforms
- Ability to collect and pass PNT information
- Update rates consistent with the ability to maintain track on a target flying >60mph
- User display that will de-conflict air traffic
- Commercial software solution that is easily modified for extra needs
- EO/IR and radar solutions to meet range needs
- Ability to detect multi-rotor and fixed wing targets
- Ability to detect autonomous and controlled targets
- Training and Support
- Ability to detect and track multiple targets
- Address multi-path (single track from
- Knowledge of HPM technology desired
- Security clearance TS/SCI desired

3.2 SECTION 2: DEVELOPMENTS AND SPECIFICATIONS
Describe any user control/systems integration in the company’s current product line, as well as, products currently under development that meet the thresholds identified under the background section. Provide performance and physical specifications for each product, as well as anticipated performance for products under development. If a product operates in multiple bands include specifications for each band.
3.3 SECTION 3: COST AND SCHEDULE ESTIMATES
Provide a Rough Order of Magnitude (ROM) cost and schedule estimates.
3.4 SECTION 4: ADDITIONAL MATERIALS
Responders are encouraged to provide any additional information that may be vital to support the Government’s efforts in accurately scoping the technological thresholds and objectives, realistic schedule estimations, and budgetary programming for this key, high-interest mission area.
