About this file
This file is an intake spreadsheet for Notice of Funding Opportunity (NOFO) questions related to the TECHGATE program for 2025, containing multiple correspondence between potential applicants and the Department of State's Bureau of Cyberspace and Digital Policy. The TECHGATE program is a $25 million cooperative agreement opportunity focused on fostering cyber and digital technology knowledge transfer to eligible foreign governments, with an anticipated single award. The application deadline is August 29, 2025, and eligible applicants include nonprofits with 501(c)(3) status (excluding higher education institutions), for-profit organizations, and Federally Funded Research and Development Corporations (FFRDCs).
The intake spreadsheet includes detailed questions and responses covering critical application details such as font requirements (14-point Calibri), page limits (27 pages), submission guidelines, and clarifications about eligible foreign beneficiaries, which include foreign governments, civil society groups, multilateral organizations, and private sector entities. Key points of clarification include confirmation that subgrantees and subcontracts are allowable, technology procurement will be evaluated case-by-case, and the funding combines $13 million from ESF and $12 million from AAECA into a single award mechanism. The program emphasizes adopting trusted American digital solutions while building technological capacity in recipient countries.

| 7/14/25 | Jessica Gray | jessica.gray@pnnl.gov | I am with the Pacific Northwest National Laboratory (PNNL), which is one of the 17 Department of Energy National Laboratories. We do work for several different bureaus at State, however our Prime contract prevents us from entering into cooperative agreements. Typically, our funding from State is awarded via Interagency Agreement (IAA), and we work directly with the relevant program manager on the documentation they need for our submissions. Would the Bureau of Cyberspace and Digital Policy be willing to consider proposals that, if funded, would be supported through an alternate funding mechanism? |
If yes, would you or the relevant PM be interested in having a conversation with us about what we could offer in this space to determine if we should submit a proposal, and how to best do that?
| 1. | External Public Facing: Thank you for your interest in the TECHGATE funding opportunity (DFOP0017381). This solicitation is restricted to awards made via a cooperative agreement funding vehicle. | |||
| 2. | Direct to Applicant from CDP; we would welcome the opportunity to meet with the Pacific Northwest National Laboratory (PNNL) and discuss potential opportunities to collaborate in the future. | |||

| 7/15/25 | John Cipperly | JOHN.CIPPERLY@msi-inc.com | Greetings. I am writing with the following questions related to Notice of Funding Opportunity DFOP0017381 – TECHGATE. |
| • | Will a full NOFO document be posted? The NOFO document in the Zip File does not include a NOFO (only the NOFO checklist). |
| • | Please confirm if eligibility is restricted to nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education. The SOW indicates that the “Implementer may be a private company or a non-profit.” |
Thank you for your interest in the TECHGATE funding opportunity (DFOP0017381). The full NOFO document is now attached and posted in the zip file. Please let us know if you have any trouble accessing it.
Additionally, we can confirm eligibility is not restricted to non-profits having a 501(c)(3) status. Applicants may be either private, for-profit, companies or non-profit organizations
| 7/24/25 | Andrew Hunsberger | ||
| 7/23/25 | Jeff Peters | alltypesofbets@gmail.com | I am writing to inquire about the TECHGATE grant opportunity (Funding Opportunity Number: DFOP0017381) listed on Grants.gov. I am highly interested in applying; however, the “Apply” button appears to be inactive on my end. |
Could you kindly confirm:
1. Whether the application window is currently open;
2. If this opportunity is restricted only to Federally Funded Research and Development Corporations (FFRDCs);
3. Whether there are any potential pathways for partnership or participation for non-FFRDC applicants with strong technology infrastructure and international capacity-building experience.
I would be grateful for any guidance or documentation that can help clarify the process, including potential alternatives or similar opportunities.
Thank you very much for your time and support
| Thank you for your email. The application window is currently open until August 29,2025. The application is not restricted to FFRDCs, and we would welcome an application from a non-FFRDC applicant that is responsive to the requirements in the NOFO. All guidance documentation and a full listing of eligible applicants for the opportunity is available for download and contained in the full NOFO posting in MyGrants. | 7/25/25 | Andrew Hunsberger | |
| 7/25/25 | Linda Robinson | linda.robinson@moveamerica.org | 1. Will the government use sample tasks or scenarios within the solicitation to assess implementation processes? Potentially evaluating what is defined for initial response timelines for assessment, design, deployment, and support engagements? If so, will it include what will constitute success and what metrics would be used? |
2. Is there a priority regarding the regions of Europe, Eurasia, Indonesia/surrounding countries, and Central Asia in countering the Chinese and Russian influence?
3. A. What is the level of sophistication and technology in each country of origin/region? (Meaning will there be or are there specific details that define what is in each level) or priority of care/support for a particular region?
b. Will this be detailed by the State Department within the requirement and solicitation?
4. Will the State Department provide a preferred model or tech package for deployment? This will assist in a deeper understanding of the requirement deliverables.
5. Will the State Department provide details of the existing infrastructure for the various countries? If so, when will this information be provided?
6. The documentation provided by the government establishes that collaboration with host country companies is required. Will the State Department provide a list of “approved” companies or certified equipment providers?
7. Will the government consider having an industry day? It will allow for a better understanding of requirements so that we can develop more defined pricing models within the proposals.
Thank you for your interest in the TECHGATE funding opportunity (DFOP0017381). Please see responses to your questions below.
