A.1. SPECIFICATION

A.1.1. INTRODUCTION

The Bureau of Reclamation (Reclamation), Yuma Area Office, has a need to purchase an actuated slide gate to regulate flow through the Yuma Desalting Plant (YDP) intake bypass located in the Main Outlet Drain Extension (MODE) canal. This function is currently performed by stoplogs, requiring a mobile crane to raise and lower.

A.1.2. OBJECTIVE OF THE PROJECT

Purchase the necessary gate, actuator, controls, support structure and incidentals necessary for a complete, stand-alone installation.

A.1.3. REQUIREMENTS

Contractor shall furnish all equipment and materials listed in this Specification and deliver them preassembled to the Bureau of Reclamation, Yuma Area Office, 7301 Calle Agua Salada, Yuma, AZ 85364.

The supplied slide gate shall have the following minimum characteristics:

1. Rubicon SlipGate, or equal

2. Open seal

3. Internal and external seals, capable of holding flow in both directions.

4. Replaceable and adjustable seals.

5. Entire frame and pertinent attachments to fit within existing stoplog channel, dimensions of which are 11’ high x 7-3/4” deep x 7’-10 ½” wide.

6. Minimum flow width to be 78”. Minimum flow height to be 83”.

7. The following drawings of the existing structure are included for informational purposes.

8. Wetted parts to be suitable for service in brackish groundwater. Ceramic coating or equivalent corrosion protection to be applied to wetted and exposed parts.

9. Gate shall be designed and built in accordance with AWWA C562.

10. Stainless steel shafts and couplings.

A.1.3.1. General Requirements

Gate and actuator shall be one assembly.

Controls to be mounted separately via pedestal or stand-alone cabinet.

All necessary hardware and instructions for mounting of gate within stoplog channel to be included.

Unit to be solar powered. All necessary components to be included, e.g. solar panel, batteries, charge controller, cables, etc.

A.1.3.2. Operating Conditions

Gate shall be used in the Main Outlet Drain Canal (MODE), a conveyance for brackish groundwater running through the greater Yuma area. Gate and associated equipment will be required to operate in a temperature range of 0˚ Celsius (32˚ Fahrenheit) to 50˚ Celsius (122˚ Fahrenheit).

A.1.3.3. Submittal Requirements

Submit the following information with proposal:

1. Details and dimensions, types, weights, and materials of construction.

2. Manufacturer catalog cuts and other documentation showing the gate, model, and outline dimensions.

3. Installation, set up, and operating instructions

A.1.3.4. Actuator

Actuator shall meet the following minimum requirements:

Capable of positioning gate to within 1/16”.

Designed and built in accordance with AWWA C542 Motor protection – Thermal switch trip and torque switch trip Enclosure – Watertight, NEMA 4 Surface Cooling Override Control - Manual Hand Crank. A seized or inoperable motor shall not prevent manual operation.

Fully Open / Fully Closed Limit Switches Mechanical Position Indicator

A.1.3.5. Controls

Gate controls shall meet the following minimum requirements:

Support the following protocols: DNP3, MDLC, Modbus, TCP/IP Capable of local, remote, manual and automatic control.

Automatic control based on input from third party level sensors or flow meters.

Control housing to be standalone, allow local control and protect electronic components and batteries from physical impact and elements.

Control housing to include keypad and digital display, protected from impact and elements.

Integrated diagnostics.

Support the following interfaces: RS232/485, USB, Ethernet Data storage capability

A.1.3.6. O & M Manuals

Two (2) hardcopy and (1) digital set of installation, operating and maintenance instructions shall be furnished.

A.2.1. REFERENCES

A.2.2. PERFORMANCE PERIOD

The supplier shall furnish the required preassembled gate, actuator and controls FOB, 7301 Calle Agua Salada, Yuma, Arizona 85364, (8) months after receipt of Notice to Proceed.

A.2.3. Warranty

The contractor warrants that for a period of (1) year after correction of all deficiencies and acceptance by the Government, all materials furnished under this contract will be free from defects in material and workmanship and will conform with these specifications and all other requirements of this contract.
