About this file

This is a Certification of Minimum Technical Requirements attachment for Oregon's Intermediate Procurement #S-34000-00012918, issued through OregonBuys. The procurement requires offerors to demonstrate expertise across seven core technical areas: program evaluations and strategic planning with science-based policy development; water quality and watershed assessments with knowledge of nutrient pollution; familiarity with the Clean Water Act and Safe Drinking Water Act alongside applicable federal regulations; knowledge of Oregon water quality laws and regulations; experience in cross-agency outreach, collaboration, and coordination; experience with environmental justice initiatives; and capability in developing large-scale reports and databases. Offerors must certify in writing that their submissions address all listed requirements to qualify for evaluation consideration.

The attachment serves as a gatekeeping mechanism requiring authorized signatures and dates from offerors, establishing that all parties have reviewed and committed to meeting the specified technical qualifications. No specific contract value, response deadline, or award timeline is provided within this attachment document itself, though it functions as a mandatory certification component within the broader procurement process for what appears to be water quality and environmental policy work aligned with Oregon's natural resource management objectives.
