About this file

This is a Request for Interest (RFI) document issued by the Massachusetts Department of Transportation (MassDOT) seeking qualified firms to provide instrumentation and monitoring services for structures within the Metropolitan Highway System (MHS) located in Boston, MA. MassDOT may select up to three firms to participate in a one-year pilot program to develop and provide instrumentation and monitoring of specific MHS structures, after which MassDOT may select one firm to supply an instrumentation and monitoring system throughout the MHS. The scope of work includes monitoring vibration, movement, and wire breakage in various tunnel and bridge elements. Interested bidders must submit a Letter of Interest by August 29, 2014, and the formal Request for Responses (RFR) will be issued on or around October 3, 2014, with responses due by October 31, 2014. The estimated value of the pilot Commodities and Services Contract is $500,000 per selected firm. This procurement is covered under the World Trade Organization/Government Procurement Act.

The RFI indicates that the successful bidder(s) will be required to attend a mandatory meeting, develop an Instrumentation and Monitoring Plan, provide hardware, programming, and software, and provide on-site oversight and real-time monitoring during the pilot program. MassDOT may then contract for the installation of the selected firm's instrumentation and monitoring system throughout the MHS under a separate public works construction contract.

Title: BOSTON – INSTRUMENTATION AND MONITORING OF MHS STRUCTURES

The Massachusetts Department of Transportation (MassDOT) is soliciting a Request for Interest from qualified firms to identify the level of interest in developing and providing instrumentation and monitoring for structures within the Metropolitan Highway System (MHS) located in Boston, MA. MassDOT may select up to three (3) firms to participate in a pilot program to develop and provide instrumentation and monitoring of MHS structures at specific pilot areas. The pilot areas will be tested for approximately one (1) year after which MassDOT will evaluate the systems and may select one (1) firm to supply an instrumentation and monitoring system throughout the MHS.

MassDOT proposes to instrument and monitor the following elements within the MHS (see location plans):

1. Monitor vibration and/or movement in the tunnel roadway lights at various locations.

MassDOT will conduct a simultaneous pilot program to replace existing MHS tunnel lights, in test sections of the tunnels, with three different types of new LED lights that are manufactured by three different firms. Selected instrumentation and monitoring firms will need to expedite the manufacture of their lighting sensors and provide them to the selected light manufacturers for installation in the LED lights at the light manufacturing plants. If for scheduling reasons the lighting vendors cannot install the lighting sensors, then the contractor that will install the LED lights will install the lighting sensors in the field, under an M.G.L. c. 30, sec. 39M contract.

2. Monitor vibration and/or movement in the tunnel ceiling panel framing support system within the I-93 & I-90 Tunnels.

3. Monitor vibration and/or movement in the tunnel ceiling panels within the Ted Williams Tunnel.

4. Monitor movement of the exhaust plenum hanger anchorages within the Ted Williams Tunnel.

5. Monitor for wire breakage in the tendons of the eleven post-tensioned butted solid core box girders at the I-93 NB/Ramp C (South Station Underpinning).

6. Monitor for wire breakage in the tendons of the single post-tensioned pier cap girder of I-93 NB Straddle Bent No. 27.

7. Monitor for wire breakage in the tendons of the two post-tensioned cantilever struts of the Zakim Bridge.

8. Monitor for wire breakage in the tendons of the four post-tensioned girders which are the main supports for Vent Building No. 7.

9. Monitor the super plug joint area within the I-90 EB and WB Tunnels.

a. Monitor vertical and diagonal exhaust plenum hanger forces of modules 14, 15 and 16.

b. Monitor vibration of ceiling panel modules 14, 15 and 16.

c. Monitor joint movement around circumference of super plug.

d. Monitor ambient conditions (temperature, wind speed, etc.) within the tunnel.

The sensors described in paragraph 2, items 2-9 above will be installed by the contractor that will install the LED lights, and possibly the lighting sensors (per paragraph 1 above), under an M.G.L. c. 30, sec. 39M contract.

To summarize, the Project will consist of the following three (3) contracts:

1. Commodities and Services Contract. MassDOT will issue a Request for Responses (RFR) for developing and providing an instrumentation and monitoring system – to be evaluated during a one (1) year test period - and award up to three (3) firms, in accordance with 801 CMR 21.00.

2. Public Works Pilot Installation Construction Contract. MassDOT will contract for the installation of the LED lights and the instrumentation and monitoring system(s) in accordance with M.G.L. c. 30, sec. 39M.

3. Public Works Final System Installation Construction Contract. MassDOT may contract for the installation of one (1) selected firm’s instrumentation and monitoring system for the MHS, which the LED lights installation contractor will purchase, in accordance with M.G.L. c. 30, sec. 39M.

Bidders on this commodities and services procurement will be required to:

1. Attend a mandatory meeting prior to the release of the RFR,

2. Develop an Instrumentation and Monitoring Plan for the pilot test areas,

3. Provide the price for the instrumentation and monitoring to be installed in pilot test areas,

4. Provide hardware required for instruments and monitoring devices (including sensor wiring) (if selected by MassDOT),

5. Provide programming and software for data acquisition and analysis (if selected by MassDOT),

6. Provide on-site representative for oversight of the installation of the hardware (if selected by MassDOT),

7. Provide real-time monitoring for the duration of the pilot program (approximately 1 year) (if selected by MassDOT),

8. Maintain the hardware and software for the duration of the pilot program (if selected by MassDOT), and

9. Provide the price for final instrumentation and monitoring system to be installed throughout the MHS.

The estimated dollar amount for this Pilot Commodities and Services Contract is $500,000 per selected firm.

This procurement is covered under the World Trade Organization/Government Procurement Act.

Interested bidders shall submit a Letter of Interest to MassDOT by Noon (12:00 PM) on August 29, 2014.

The answer to the following question should be contained in the Letter of Interest: Does the firm have any restrictions on which contractors can install the instruments if selected by MassDOT?

The Request for Responses (RFR) will be issued on or around October 3, 2014.

The RFR Responses will be due on or around October 31, 2014 by Noon (12:00 PM).

All Letters of Interest are to be sent to:
