MEMORANDUM FOR PROSPECTIVE OFFERORS

SUBJECT: Combined Synopsis-Solicitation for Non-Tactical Vehicles (NTV) with Driver Services.

1. This Memorandum for Prospective Offerors is to advise that the Regional Contracting Center

-Americas (RCC-A), intends to establish a Firm-Fixed Price Multiple Award Blanket Purchase Agreements (BPAs) for the Leasing of Non-tactical Vehicles with driver services (NTVs)in the following countries: Ecuador, Peru, Uruguay, Paraguay, and Guyana. The ordering period will begin on the date the Contracting Officer issues the BPA, tentatively set for 30 May 2024, and run for five (5) years. The RCC-A is establishing the BPAs in accordance with Federal Acquisition Regulation (FAR) 13.303 and Subpart 16.7. Per FAR 13.303-1(a), a BPA is a simplified method of filling anticipated repetitive needs for supplies or services by establishing “charge accounts” with qualified sources. The maximum ceiling value for all BPAs will be $1,000,000.00. The maximum value of individual BPA Call Orders will be set at $200,000.00.

2. Once established, Contractors shall provide NTV services to the Requiring Activity in accordance with the requirements of Attachment 1 – Performance Work Statement, Attachment 2 – Provisions and Clauses, and Attachment 3 – NTV with driver price list.

3. The Government’s acquisition strategy for this procurement is to utilize Federal Acquisition Regulations clauses and provisions associated with FAR Part 13, Simplified Acquisition Procedures, in conjunction with FAR Part 12, Acquisition of Commercial Products and Commercial Services, and supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS).

a. The Government will determine best value on evaluation of non-price factors considered.

The Offerors that are most beneficial to the Government, considered the two (2) evaluation factors, will receive BPA. The following evaluation criteria will be utilized:

Factor 1: Technical Approach – The Government will evaluate the completeness of the offer based on the documentation provided. If a vendor submits a complete offer for one out of the five countries, the Vendor’s offers for that one country will be considered complete.

Subfactor 1: Capability – The Offeror shall demonstrate that they have the capability to provide services throughout the country in question. The offeror shall provide a brief

The Contracting Officer will notify the vendors receiving the agreement award via email. BPA calls will be competed amongst BPA holders.
