About this file
This is an Instructions to Quoters document for a federal Request for Quote (RFQ) for a Sterile Drier Cabinet Package issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6. The solicitation uses FAR Part 12 procedures for commercial products and services. Each quote must include a signed SF 1449 form with acknowledgment of all amendments, a completed Price Schedule with unit prices and extended prices, a technical description of items offered with sufficient detail to demonstrate compliance with solicitation requirements, and a completed VAAR 852.219-75 Certificate of Compliance for Services and Construction. Quoters must maintain firm pricing for 150 calendar days from the quote receipt date and possess an active Federal Government contracts registration in the System for Award Management (SAM) at the time of submission and award.
The award will be made to the responsible quoter offering the most advantageous quotation to the Government, with price as the sole evaluation factor. Price reasonableness will be assessed by summing all line-item prices including options, with option period pricing evaluated by adding six months of the quoter's last potential performance period. Technical questions must be submitted to david.hoover5@va.gov by September 16, 2026 at 4:00 PM and will be answered via solicitation amendment. No site visit will be conducted, though quoters are expected to inspect the performance site at their own discretion. No telephone inquiries regarding the solicitation will be accepted.

(End of provision) E.2 Evaluation—Commercial Products and Commercial Services
(a) Basis of Award. The Government will award a contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
(1) Factor 1. Price
(b) Evaluation Approach. The Government will evaluate quotations to determine which meet the requirements of the solicitation and provide the best value to the Government.
(1) Factor 1. Price. This factor will be used to assess price reasonableness. The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum. Evaluation of the price for the option period under FAR 52.217-8 will be accomplished by adding six months of the quoter's price for the last potential period of performance under this contract. The evaluation of options does not obligate the Government to exercise the option(s).
