Technically acceptable, as defined in this RFQ, is meeting the minimum specifications, functionality, performance characteristics, and level of quality for the requested requirements listed in the separately attached Bill of Materials and Performance Work Statement. Quotes that do not meet the technical specifications as set forth in this RFQ will be deemed technically unacceptable, and therefore not considered for award. After the RFQ closes, quotes will be ranked by total overall price from lowest to highest; the lowest price quote will then be reviewed for technical acceptability. If the lowest price quote is determined to be unacceptable, the next lowest price quote will be reviewed. This will continue until an award is made to the lowest price quote found technically acceptable. After determination of the lowest price technically acceptable quote is made, any remaining higher-priced quotes will not be reviewed for technical acceptability.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interest, the Government will evaluate quote for award purposes by adding the total price for all options to the total price for the basic requirement. For evaluation purposes only, the total evaluated price (TEP) is the sum of the total price submitted for (a) the base period, (b) all option periods, and (c) the six-month extension authorized by FAR Clause 52.217-8, Option to Extend Services. For purposes of determining the evaluated price for the six-month extension, the total price is calculated as one-half of the total price of the final option year (Option Year 4). The labor rates for the six-month extension may be adjusted only as a result of revisions to prevailing labor rates provided the Secretary of Labor (SOL). In other words, rates for the 6-month extension shall be the same as Option Year 4. Evaluation of options will not obligate the government to exercise the option(s).
