About this file

This is a Request for Quote (RFQ) issued by the Defense Health Agency Contracting Activity Research and Development (DHACA – R&D) on behalf of the Walter Reed Army Institute of Research (WRAIR) for GraphPad Prism software subscriptions.

The Government seeks GraphPad Prism version 11.x group corporate yearly subscriptions with updates for 36 activations/users under Contract Line Item Number (CLIN) 0001. The subscription must include electronic delivery via download, online technical support capability, and permission for the Government to perform software vulnerability scans. The contractor must collaborate with the Government to address detected vulnerabilities and provide ongoing patch support throughout the software's lifespan. All contractors must be registered on SAM.gov with a CAGE code and DUNS number. Quotes are due in accordance with Block 8 of Standard Form 1449 and must be submitted electronically to Ashley Atkins at ashley.n.civ@health.mil in MS Word, MS Excel, or searchable PDF format. The Government anticipates awarding a Firm Fixed Price contract and will evaluate quotes using a Lowest Priced Technically Acceptable (LPTA) methodology, with evaluation based on Technical Ability (Factor 1) and Price (Factor 2). Award decisions will be made without discussions unless the Contracting Officer determines discussions are necessary. Offerors must provide quote expiration dates and points of contact as part of their submissions, and all technical quotes must reference Minimum Essential Characteristics (MECs) and include sufficiently detailed information demonstrating conformance to requirements.
