About this file
This file contains instructions for completing technical specification sheets for a Night Vision Monoculars (3) procurement opportunity in Maine. Bidders are required to indicate compliance with each technical specification by inserting an "X" or providing detailed explanations and justifications for any exceptions or unavailable equipment. The procurement specifies PVS14 Monocular units with detailed performance requirements including 1x magnification, 27mm F1.2 Proshield lens coating, 40-degree field of view, manual and automatic gain controls, bright light cut-off capability, infrared illuminator, waterproof MIL-STD-810 compliance, operating temperature range of -51°C to +49°C, and dimensions of 114mm x 51mm x 57mm. Each unit must include accessories such as head mount assembly, brow pad, helmet/head mount adapter, eye cup, soft carrying case, shoulder strap, lens paper, day light filter, diopter lens cap, operator's manual, and batteries, along with a limited two-year warranty. The tube specifications require Standard Generation 3 photocathode type GaAs with 64 lp/mm resolution, 22 signal-to-noise ratio, 1600 figure of merit, and 10,000-hour mean time before failure.
Bidders must use specified abbreviations (X for meeting specification, N/A for not available, and AE for approved equal process) and submit vendor specification proposals with any deviations from stated requirements. Questions regarding the procurement must be submitted through the Question and Answer link on the Solicitation Details View page, and all answers will be posted there for vendor review. The award will be made on a best value basis considering whether specifications are met, price, and delivery. INSTRUCTIONS FOR COMPLETING TECHNICAL SPECIFICATION SHEET
Please complete the checklist for technical specifications set forth below. Each Bidder must indicate whether it can meet the technical specifications by inserting an “X” next to each specification. The “X” will demonstrate that the Bidder’s offering meets the technical specification. If a Bidder cannot meet a technical specification, then the Bidder must give an explanation for each exception and for equipment that is not available. All explanations must be provided in detail on separate pages along with the justification as to why the alternative equipment or deliverables will be as good as the equipment or deliverables described in the detailed specifications for desired items. A copy of the vendor specification proposal must be provided. Following these instructions is essential for proper bid evaluation. If a Bidder fails to provide requested information or if information on a quote is found to be false or misleading, the quote will be rejected as unresponsive.
