About this file
This is an instructions document for completing technical specifications for Maine's Outsource Clinical Testing Services for HETL contract opportunity. The document requires bidders to indicate their capability to meet each specified technical requirement by inserting an "X" for specifications they can fulfill, marking "N/A" for unavailable items, or using the "AE" designation for approved equal processes. Bidders must provide detailed explanations and justifications on separate pages for any exceptions or alternative equipment that cannot meet the stated specifications, along with vendor specification proposals. The technical specifications encompass a comprehensive range of infectious disease testing services and techniques, including routine and cooperative (COOP) testing protocols. Testing volumes vary significantly across pathogens, ranging from one test per year for certain conditions such as Neisseria meningitidis serotyping and Plasmodium PCR to high-volume requirements of 100-200 tests annually for SARS-CoV-2 Real Time PCR and up to 75-100 tests weekly for Chlamydia and Gonorrhea using the Aptima Panther System. The majority of tests are designated as COOP (cooperative) services, with only Mycobacterium services classified as routine testing.
Failure to provide requested information or submission of false or misleading information will result in automatic rejection of the bid as unresponsive. Award will be made on a best value basis to the vendor that either meets or most closely meets the specifications while considering price and delivery timelines. Bidders must submit all questions through the designated Question and Answer link on the Solicitation Details View page, and vendor responses must be monitored through this portal as questions and answers obtained through other channels will not be recognized as valid for this RFQ.

INSTRUCTIONS FOR COMPLETING TECHNICAL SPECIFICATION SHEET
Please complete the checklist for technical specifications set forth below. Each Bidder must indicate whether it can meet the technical specifications by inserting an “X” next to each specification. The “X” will demonstrate that the Bidder’s offering meets the technical specification. If a Bidder cannot meet a technical specification, then the Bidder must give an explanation for each exception and for equipment that is not available. All explanations must be provided in detail on separate pages along with the justification as to why the alternative equipment or deliverables will be as good as the equipment or deliverables described in the detailed specifications for desired items. A copy of the vendor specification proposal must be provided. Following these instructions is essential for proper bid evaluation. If a Bidder fails to provide requested information or if information on a quote is found to be false or misleading, the quote will be rejected as unresponsive.
