Evaluation is based on two factors: Factor 1—Technical Approach receives an Acceptable or Unacceptable rating based on whether each product meets required design dimensions, color, construction/fabrication specifications, material descriptions, and amounts; Factor 2—Total Price is evaluated for reasonableness under FAR 12.204(a) but is not scored or rated. Contract award will be made in accordance with FAR 15.103-2 based on the lowest evaluated price among proposals meeting or exceeding requirements for acceptability, with offerors required to be deemed responsible prospective contractors under FAR 9.1.

Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items

This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR) parts 12 and 15.

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the best value to the Government, in accordance with the evaluation factors defined below. Offerors must be deemed a responsible prospective contractor in accordance with (IAW)

FAR 9.1.

This acquisition is being solicited as a total small business set-aside.

INSTRUCTIONS TO OFFERORS: All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section.

Return the following items with your response:

a. Technical Approach: Specify the type and quantity of supplies, along with any details necessary to meet the requirement, and state the delivery timeframe from the date of award.

b. Price: Quote total prices for the 12’ x 8’ BLM grids, cattle guard wings, and the 23” x

12’ concrete bases with 11” steps. Price includes total delivery charge.

QUESTIONS: All questions shall be submitted in writing via email to Pamela Davis at pamela_davis@ios.doi.gov by 3:00 pm PDT on July 17, 2026.

QUOTES: All quotes shall be submitted electronically to Pamela Davis at pamela_davis@ios.doi.gov, by

3:00 pm PDT on July 24, 2026.

Addendum to FAR 52.212-2 – Evaluation – Commercial Products and Commercial Services

BASIS FOR CONTRACT AWARD: This contract will be awarded in accordance with FAR 15.103-2, and will be based on the lowest evaluated price of proposals meeting or exceeding the requirements for acceptability.

a. Factor 1 – Technical Approach: The Technical Approach Factor will receive an acceptable or unacceptable rating, defined below and based on information submitted in the quoted offers.
